BOGOR - The Bogor City Government (Pemkot) has tightened the regulation of urban transportation (angkot) that has exceeded the operational age. In a joint operation held on Jalan H. Ir. Juanda, Tuesday, July 14, as many as 21 old angkot were netted because they were proven to be over 20 years old and no longer meet the technical provisions for operation.

The operation, which started at 07.00 WIB, was led by Deputy Mayor of Bogor Jenal Mutaqin together with the Bogor City Transportation Service (Dishub), the Bogor City Police Traffic Unit, and TNI elements from the Garrison Unit.

In addition to the vehicle age having exceeded the limit, officers also found a number of administrative violations. Several drivers were known to not have a Driver's License (SIM), while a number of vehicles were not equipped with Vehicle Number Plate (STNK), route letters, or KIR test cards.

Jenal Mutaqin emphasized that the discipline was part of the implementation of the Mayor's Regulation (Perwali) Number 11 of 2026 concerning the Rationalization, Revitalization, and Elimination of Public Motor Vehicles in the Route.

"I think no more drivers or entrepreneurs dare to try. Especially when they have been arrested, but then still roam around," said Jenal.

He said the government had carried out socialization to employers and angkot drivers long before the policy was implemented. Therefore, according to him, there is no longer any reason for vehicles that have been declared unfit for use to continue operating.

Until mid-July 2026, the Bogor City Government has withdrawn documents from more than 300 old angkots and given a sign of being unfit for use as part of the public transportation fleet rationalization program.

"Regarding compensation, I have offered to Dishub, please comprehensively list the residents of Bogor City. We have budgeted in 2026 about labor-intensive. It is indeed a stimulus, not permanent. But at least they are people who are affected by the policy," he said.

Jenal emphasized that the enforcement operation was not based on certain interests, but was the implementation of the mandate of laws, regional regulations, and Perwali which aimed to improve the safety and comfort of public transportation.

"Hopefully the angkot drivers who have been socialized, who we have asked for good faith, can understand. This is a regulation and this is a rule. The city government wants to arrange a safer and more comfortable transportation for everyone," he said.

Meanwhile, Head of Transportation of the Bogor City Office, Dody Wahyudin, explained that the angkot that was caught in the raid was dominated by the Sukasari-Bubulak, Ciheleut, Cipinang Gading-Merdeka routes, as well as several other routes.

According to Dody, vehicles that had previously been netted in raids but were still operating again were immediately secured to the Bogor City Police Office.

"Those who have been netted in raids before, who we found today, we immediately conducted a search at the Dishub Office. Furthermore, we made a written statement to the vehicle owner," he said.

He added that the regulation of old angkot began to have an impact on the operational pattern of public transportation in a number of routes. Based on the results of the survey by Dishub, the distance between vehicles (headway) on some routes has begun to increase as the number of fleets that are no longer roadworthy has decreased.

"Yesterday, the results of a survey at one point, on the 21 Baranangsiang-Ciawi route. From headway of two minutes, it has now become five to six minutes," concluded Dody.
