JAKARTA - The Corruption Eradication Commission (KPK) said that the Minister of Forestry (Menhut) Raja Juli Antoni had reported an envelope left by the non-active Regent of Kuantan Singingi (Kuansing) Suhardi Amby on Friday, July 3 last week.

KPK spokesperson Budi Prasetyo said the report is currently being handled by the KPK's Directorate of Gratification and Public Services (DGPP).

The provision of a new envelope was reported by the Secretary General of the Indonesian Solidarity Party (PSI) a few days after the hand-catching operation (OTT) in Kuansing Regency. From the silent operation, the KPK said there was an allegation of receiving bribes for the sale and purchase of positions and other receipts related to the release of Limited Production Forest (HPT) areas.

"Based on this report, the team at the KPK's Directorate of Gratification and Public Services (DGPP) will conduct verification and analysis, including coordination with the KPK internally," Budi told reporters in a written statement, Monday, July 6.

In conducting the analysis, the KPK will follow the mechanism of the Corruption Eradication Commission Regulation (Perkom) Number 1 of 2026 which is a change to Perkom Number 2 of 2019 concerning Gratification Reporting.

All parties are asked to wait for the ongoing process, said Budi. "The KPK will convey the results, whether the report can be followed up or not," he said.

Meanwhile, based on Perkom Number 1 of 2026, it is stated that the state organizer must report the gratification received. This is regulated in Article 2 Paragraph 1.

Then Article 14 states that gratification reports cannot be followed up if they are related to an investigation or investigation of alleged corruption.

The following is the complete content of Article 14 of Perkom Number 1 of 2026:

"(1) The Gratification Report is not followed up as referred to in Article 12 paragraph (2) letter b in the case of: a. the object of Gratification in the form of goods that are easily damaged, cannot be sold, and/or cannot be used; b. the receipt of Gratification is reported incorrectly and/or not in accordance with the provisions of laws and regulations; c. it is known that an investigation, investigation, or prosecution of a criminal offense is being carried out by law enforcement officials; and/or d. it is suspected of being related to a criminal offense.

(2) Against the report of Gratification that is not followed up as referred to in paragraph (1), the Commission sends a notification letter to the Reporter."

Then in Article 15 it is stated:

"In the event that the Gratification report is not followed up because it is known that an investigation, investigation, or prosecution of a criminal offense is being carried out by law enforcement officials, or is suspected of being related to a criminal offense as referred to in Article 14 paragraph (1) letter c or letter d, the Commission forwards information on the Gratification report to the authorities. "

During a press conference after the KPK OTT was carried out, Raja Juli said that the Regent of Kuansing Suhardiman Amby had left a sealed envelope after an audience at the Ministry of Forestry on June 2, 2026.

Raja Juli then ordered his aide to return the envelope on June 5, 2026. However, the plan was delayed because his aide had to accompany him in the agenda of the service.

To follow up, the Secretary General of the Ministry of Forestry issued a letter of assignment to his aide on June 11, 2026.

In addition, Raja Juli admitted that he contacted the Riau Police Chief to help bring his aide and the Regent of Kuansing together.

The return of the envelope, he claimed, was made on June 12, 2026 at the Kuantan Singingi Police. The process was also accompanied by documentation and a receipt.

As previously reported, the KPK named three people as suspects in the alleged bribery of the filling of the Kuansing Regent's post after conducting a hand-in-hand operation (OTT) on Monday, June 29. They are Kuansing Regent Suhardiman Amby, Kuansing Regent Zulkarnain, and Ardiles as President Director of PT Mitra Ideal Consultant.

In the construction of the case, Suhardiman allegedly asked for one unit of Toyota Land Cruiser 300 GR-S worth around Rp. 2.05 billion to the participants of the selection for the position of the Regional Secretary. The request was fulfilled by Zulkarnain who bought the vehicle through a credit scheme using the identity of Ardiles for financing applications.

In addition, the KPK also said that Suhardiman had received another payment related to the process of releasing the Limited Production Forest (HPT) area. Investigators are said to be tracing the amount of income, the mechanism of giving it to the party suspected of receiving it.
