Police Reveals Land Mafia Case Involving A Civil State Apparatus In Surabaya

SURABAYA - Surabaya Police have uncovered a land mafia case involving a state civil servant (ASN) as one of the suspects.

The Surabaya Police Chief, Grand Commissioner Jhonny Edison Isir, said that in this case, three suspects had been identified.

"One of these land mafia gangs seized a land area of 17.5 hectares worth Rp476 billion belonging to Ikhsan's heirs on Jalan Margomulyo Indah Blok B, Manukan Kulon Village, Tandes Subdistrict, Surabaya," he told reporters in Surabaya, Thursday, June 10.

The three people named as suspects are Djerman Prasetyawan, 49 years old, Subagiyo (52), and Samsul Hadi (52), all residents of the city of Surabaya.

Grand Commissioner Isir explained that the mode of this case included falsifying land object documents, then winning a civil lawsuit in court, and then using it as an attachment to submit a certificate of ownership to the local land office.

Even the Land Office of the City of Surabaya I had taken measurements and published a field map, before the land mafia case was finally uncovered.

The Head of the Surabaya City Land Office, I Kartono Agustiyanto, argued that he had granted the request from the suspects by taking measurements and issuing a field map because he had received a formal submission which was declared complete.

"One of the attachments in their submission is evidence of a court decision. For us, it is formal and complete. Therefore, measurements were then taken until a map of the field was published," he said.

When it was later discovered that there was a forgery in the application file, according to Kartono, it was up to the police to prove it.

Grand Commissioner Isir confirmed that there was a civil decision from the Surabaya District Court which was used as an attachment to the submission of certificates of property rights submitted by the suspects.

"Friends from the Surabaya I Land Office legally saw that there was a court decision, so they were processed to carry out measurements to issue a field map. But materially, which we can later reveal, there are settings," he explained.

Head of City Police Isir said that in the plot of the land mafia that has been determined by the suspect, there was someone who acted as a collector. In addition, Subagiyo, one of the suspects, is a Civil State Apparatus (ASN) who has served as a sub-district apparatus and secretary of the sub-district head in the local area.

The police are still continuing to develop an investigation into this case, which allegedly involves many individuals in the government and the land office.
