JAKARTA - The National Strategy Team for Corruption Prevention (Stranas PK) encourages the formulation of a scheme for protecting rice fields in the midst of massive land use changes recently. Thus, national food security and preventing governance vulnerability in land use changes in the future can be stronger.

The efforts were discussed in a Focus Group Discussion (FGD) entitled 'Incentives for Controlling the Shifting Function of Rice Fields to Support Food Security, Regional Welfare, and Farmers' which was held at the ACLC KPK building, Jakarta, Monday, May 25.

This activity involves the Ministry of Finance, academics, the Central Java Provincial PUPR Office, and representatives of the Indonesian Farmers' Association.

The Stranas PK Team consists of the KPK, the Presidential Staff Office (KSP), Bappenas, the Ministry of PAN RB, and the Ministry of Home Affairs. They focus on efforts to improve the system in order to prevent corruption.

"In the last decade, Indonesia has lost about 320 thousand hectares of rice fields or an average of about 16 thousand hectares per year. This degradation is a serious challenge for national food security as well as the sustainability of regional development," said KPK Spokesperson Budi Prasetyo to reporters through a written statement quoted Thursday, May 27.

"Stranas PK, continued Budi, encourages the preparation of fiscal and non-fiscal incentive mechanisms across ministries and agencies so that farmers can maintain their rice fields sustainably," he said.

He also emphasized the protection of rice fields in line with Presidential Regulation (Perpres) Number 4 of 2026 concerning the Control of the Change in Function of Rice Fields which targets 87 percent of rice fields to be included in the Protected Rice Field (LSD) category.

"This scheme is expected to be able to provide added value for farmers and agricultural business actors so that maintaining rice fields remains a sustainable option economically," he said.

Meanwhile, the KPK, said Budi, highlighted the food security budget of Rp. 164.4 trillion, including for the agricultural sector and fertilizer subsidies. Therefore, the incentive scheme that is being developed also needs to be built carefully, with targeted, transparent, and accountable monitoring mechanisms," he concluded.
