JAKARTA - The East Nusa Tenggara (Sultra) Clean Coalition reported alleged corruption related to the acquisition and budgeting of the Regional Revenue and Expenditure Budget (APBD) for the University of East Nusa Tenggara (Unsultra) to the Corruption Eradication Commission (KPK). The report dragged the name of the former Governor of East Nusa Tenggara, Nur Alam.
Representative of the Sultra Bersih Coalition, Aman Arif, suspected that there was abuse of authority and conflict of interest in allocating the APBD for the private campus.
"We suspect there was abuse of authority and conflict of interest in the allocation of the APBD for Unsultra," Aman told reporters, Friday, May 8.
In its report, the Sultra Bersih Coalition questioned the establishment of the Southeast Sulawesi Higher Education Foundation in 2010 which was said to have taken over Unsultra's assets from the old foundation which had been established since 1967.
According to Aman, Nur Alam made a new foundation deed while still serving as the Governor of Southeast Sulawesi and was also listed as the Chairman of the Board of Trustees of the Southeast Sulawesi Higher Education Foundation. This condition is considered to create a conflict of interest because the previous foundation was established by the local government.
In addition, the coalition also highlighted the allocation of the 2014-2021 East Nusa Tenggara Provincial APBD for the construction and procurement of assets at Unsultra.
The budget in question includes the construction of the Unsultra building worth Rp9.1 billion to the procurement of meubelair, chairs, and work desks for Unsultra officials with a total of more than Rp12 billion.
"Capital expenditure should be used for the benefit of regional government activities, not for university assets under the auspices of the foundation owned by Nur Alam et al," said Aman.
The Sultra Bersih coalition assessed that the act allegedly fulfilled the elements of a criminal act of corruption as stipulated in Articles 2 and 3 of the Corruption Criminal Act regarding the abuse of authority for the benefit of oneself or a corporation and to the detriment of state finances.
To complete his report, Aman admitted that he had submitted a number of supporting documents to the KPK. He hopes that the KPK will immediately follow up on the report because the alleged state losses are considered quite large.
"KPK must move because the loss of the country is not trivial, up to Rp. 12 billion more," concluded Aman.
