PEKANBARU - Riau Police Chief Inspector General Herry Heryawan removed Panipahan Police Chief AKP Robiansyah and Panipahan Police Criminal Investigation Unit Chief Aipda Rahmat Ilyas after a demonstration by residents that led to anarchy in Panipahan, Pasir Limau Kapas District, Rokan Hilir Regency.
This removal was carried out as a form of internal evaluation of the police regarding the handling of the security situation and public order (kamtibmas) in the region.
Inspector General Herry assessed that the ranks at the level of the Polsek were not optimal in maintaining the atmosphere, so that the situation developed until it was out of control.
"This is a form of evaluation and our responsibility. We see that there are things that do not go as they should in maintaining the kamtibmas situation in Panipahan. Therefore, we are taking firm steps," said Herry, Sunday, April 12.
He emphasized that every regional leader has full responsibility for security stability, including reading and responding to social dynamics that develop in society.
"A leader must be present, sensitive, and able to read the situation. When it doesn't go well, then there must be corrective steps," he said.
The Police Chief ensured that handling did not stop at the removal of the post. Since the beginning of the incident, the police ranks together with the local government have moved to calm the situation.
The Rokan Hilir Police Chief and the Deputy Regent were said to have gone directly to the location to hold a dialogue with community leaders, religious leaders, and traditional leaders to calm the masses and prevent further escalation.
"We moved quickly from the beginning. The Police Chief together with the Deputy Regent has immediately descended to the field, inviting community leaders to dialogue and calming the situation. This is part of the approach that we are doing so that the conditions are immediately conducive," he explained.
Efforts to control the situation are also being strengthened. Today, the Riau Police along with the local government are heading back to Panipahan to ensure that stability is really maintained.
"The Riau Regional Police Chief, Irwasda, the Head of Propam together with the Regent today also went to Panipahan to ensure that all steps of handling were optimal, carried out direct supervision in the field, and strengthened communication with the community," he said.
According to Herry, the presence of the leadership on the ground is part of strengthening the control of the situation as well as ensuring the state is present in the community.
He said that the current conditions in Panipahan were beginning to gradually recover and the activities of residents were back on track. Even so, supervision and preventive measures are still being carried out to maintain stability.
"I appeal to all the people of Panipahan to remain calm, not to be provoked, and not to take any actions that violate the law. Trust the entire process to law enforcement," he said.
"We understand the public's concerns about drugs. That is our concern and we will act decisively. But the way must be in accordance with the rules, not with anarchist actions," he continued.
He invited all elements of the community to work together to maintain environmental security and actively report if they find activities that violate the law.
"Let's keep the peace and peace. This is our shared responsibility. The state is present, the police are present, and the community must also be part of maintaining kamtibmas," concluded Herry.
