BOGOR - The Election Organizer Honorary Council (DKPP) imposed a permanent dismissal sanction on the Head of the Bogor City KPU, Muhammad Habibi, after being proven to have violated the code of ethics heavily in the 2024 Pilkada.
The verdict was read at the trial of Case Number 205-PKE-DKPP/XI/2025 in Jakarta, Monday, February 9. The panel of judges considered that Habibi was no longer fit to serve as an election organizer because he was involved in alleged gratification and an attempt to win one of the candidate pairs.
Member of the DKPP I Council Dewa Kade Wiarsa Raka Sandi said Habibi's uncooperative attitude was also a consideration for the imposition of sanctions. Habibi was recorded twice for not attending the examination hearing in December 2025 and January 2026 without explanation.
"The absence of the defendant in the examination hearing is an inappropriate action. The defendant is not responsible as the organizer of the election to be asked for an answer to the complaint," he said in the trial.
In the trial facts, the DKPP revealed Habibi's alleged involvement in coordinating the winning team of the Bogor Mayor and Deputy Mayor candidate pair with the number 5, Raendi Rayendra-Eka Maulana.
The Assembly said that there was a cash withdrawal of IDR 3.7 billion in the Gardenia Hill area, Bogor. Of this amount, Habibi allegedly took IDR 500 million on the grounds of securing the police, leaving IDR 3.2 billion.
"Teradu took the money amounting to Rp. 500 million under the guise of security by the Police and the Prosecutor's Office," said the Chairman of the DKPP Assembly Ratna Dewi Pettalolo when reading the verdict.
Habibi is also said to have ordered members of the District Election Committee (PPK) to list the organizers of the election who could be asked to work together. The data is collected in an Excel file with the folder name "Timnas U29".
The structure is suspected to involve dozens of PPK and PPS members as well as thousands of KPPS members to distribute money to voters to support certain candidate pairs.
For violating the integrity and neutrality principles, the DKPP decided to dismiss Habibi permanently.
"Imposing a permanent dismissal sanction on the defendant, Muhammad Habibi, as Chairman and Member of the Bogor City KPU, effective from the time this decision is read," said Ratna.
The DKPP also ordered the KPU RI to implement the decision no later than seven days after it was read, and asked Bawaslu to oversee its implementation.
