JAKARTA - Ukrainian President Volodymyr Zelenskyy and around 30 other countries will officially agree to establish a compensation body to pay compensation for the damage Ukraine suffered due to the Russian invasion.

But there are still questions about where the money came from.

The hoped-for agreement at the meeting in the Dutch city of The Hague follows peace talks in Berlin with US President Donald Trump's special envoy, Steve Witkoff, Trump's son-in-law Jared Kushner, and German Chancellor Friedrich Merz.

Zelenskyy expressed his willingness to cancel his country's bid to join NATO in exchange for Western security guarantees, but rejected US demands to hand over territory to Russia.

"This security guarantee is an opportunity to prevent the next wave of Russian aggression," he said, quoted by ABC News, Tuesday, December 16.

"And this is already a compromise from our side," he said.

The European Council, the continent's leading human rights organization, has facilitated an International Claims Commission that will allow Ukrainians to seek compensation for "damage, loss, or injury" caused by the Russian Federation since the full-scale invasion began in February 2022.

The commission will assess claims submitted to the compensation register already in operation, which was launched during the European Council summit in Iceland in 2023.

"There will be no reliable peace without justice," Zelenskyy told leaders at the summit via video address from Kyiv.

Around 80,000 claims have been filed with the Hague-based register.

There are still questions about where the claims commission will get its funding.

The European Council insists Russia must bear the costs, but there is no clear path to forcing Moscow to pay.

One proposal is to use a portion of the tens of billions of dollars in Russian assets frozen and deposited in Europe.

Twenty-five countries must sign the agreement for the commission to operate, but more than 30 countries are expected to join, an unprecedented number for the start of a European Council treaty.
