The West Papua High Prosecutor's Office (Kejati) has arrested a fugitive in a corruption case in the procurement of cattle in Kaimana Regency with the initials FXN. The convict has the status of a wanted list (DPO) after almost eight months.

The FXN convict was detained by investigators from the Attorney General's Office (AGO) in Jakarta, Thursday, October 2, at 17.00 WIB and immediately deposited at the Salemba Rutan, South Jakarta District Attorney's Branch (Kejari South Jakarta).

"Today, Saturday, October 4, the DPO arrived and was immediately executed at the Class IIB Manokwari Prison," said West Papua Attorney General's Intelligence Assistant Muhammad Bardan at Rendani Airport, Manokwari, Saturday, quoted by Antara.

He explained that the chronology of the case began when FXN as the power of PT Gunung Mas Utama was verbally appointed by the Head of the Kaimana Agriculture Service, Kristian Efara, to bring in cows without following procedures.

The distribution of cow aid to farmer groups in Kaimana was not on target, because it had violated the provisions as stipulated in the Regulation of the Minister of Agriculture Number 02/OT.140/1/2012

"The case that ensnared FXN began with the 2012 cattle procurement program in Kaimana for two farmer groups worth Rp1 billion," he said.

He explained that based on the results of an audit by the Supreme Audit Agency (BPK) on October 27, 2015, the cattle procurement project carried out by FXN cost the state finances Rp1 billion.

The case was handled by the Fakfak District Attorney and on March 25, 2019, the West Papua Corruption District Court sentenced FXN to four years in prison and a fine of Rp. 200 million.

"After the appeal, the Jayapura High Court (Papua) sentenced him to ten years in prison," said Bardan.

Furthermore, Mahakamah Agung issued decision Number 32 K/Pid. Sus/2019 rejected the FXN appeal request as well as corrected the decision of the Jayapura High Court and the West Papua Corruption Court.

The convict FXN was found guilty with a prison sentence of seven years and a fine of Rp. 200 million, subsidiary to six months in prison, but the convict ignored three summons to be executed according to the Supreme Court's decision.

"On March 20, the Fakfak District Attorney issued a letter determining the DPO and asked the Attorney General's Office for help to track down the convict's whereabouts," he said.

It should be noted that West Papua Province received an allocation of assistance funds for the program to achieve self-sufficiency in beef food and increase the provision of animal foods worth IDR 48.818 billion.

There are a number of items of the fund utilization activity and Kaimana Regency receiving an allocation of IDR 1 billion for two farmer groups, but the realization of cattle procurement is not equipped with evidence of using funds.
