JAKARTA - The polemic for the use of National Sole Social Economic Data (DTSEN) in the distribution of fuel oil subsidies (BBM) has resurfaced after statements were different from a number of state officials.
Deputy Chairperson of the Golkar Party, Idrus Marham, assessed that the government needs to adapt to the new data system so that subsidy policies are more targeted.
According to Idrus, DTSEN is currently managed by the Coordinating Minister for Community Empowerment Muhaimin Iskandar and still needs time to be fully implemented.
"Because this is all new, of course it needs adaptation. Don't let us think that the bimsalabim will be completed immediately. It needs synchronization so that it really creates harmonization before moving on to the next stage," said Idrus in Jakarta, Friday, October 3.
He added that ministers in President Prabowo Subianto's cabinet must synchronize so that the use of DTSEN does not cause overlapping policies.
After that, the data can be used as a national reference that is integrated in every ministry.
The issue of DTSEN surfaced after Finance Minister Purbaya Yudhi Sadive criticized the Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia, who was deemed not to have used the database for subsidy distribution.
According to Purbaya, DTSEN has been used by the Ministry of Social Affairs, but has not been used by the Ministry of Energy and Mineral Resources.
"We have DTSEN. This is ready, it has been used by the Minister of Social Affairs, but the Minister of Energy and Mineral Resources has not used it. We will discuss with them so that they can really use DTSEN in the future," said Purbaya in a working meeting with Commission XI DPR RI in Central Jakarta, Tuesday 30 September.
Purbaya highlighted that there are still able groups of people who participate in enjoying energy subsidies. He emphasized that subsidies must be directed on target to help vulnerable groups, while waiting for Indonesia's economic growth to be faster.
Subsidi is one of the tools to ensure that the lower class can enjoy the growing economic cake. But in the future, the key is economic growth. If growth can be 8 percent, then subsidies can be reduced," he said.
Purbaya reported that the 2025 subsidy and compensation ceiling was IDR 498.8 trillion with the realization as of August reaching IDR 218 trillion or 43.7 percent.
This different statement from state officials marks the interest in using DTSEN as a national database. For Idrus, this difference must be resolved through coordination so that subsidy policies are not wrong.
