The Civil Society Coalition consisting of Imparsial, Rakhsha Initiatives, Centra Initiative, DeJuRe, Indonesian Women's Coalition, HRWG, PBHI, APIK LBH Association, and Setara Institute assessed that the police must focus on dealing with rioting cases first by investigating allegations of involvement of certain planned individuals.

The Civil Society Coalition also regrets the involvement of the TNI in monitoring cyberspace activities.

According to them, the TNI Cyber Unit should focus on ensuring systematic and measurable efforts related to the threat of cyber warfare as part of cyber defense (cyber defense).
