PPATK: Judol Deposit Transactions Drop From 33 Million Times To 7 Million After Blocking Dormant Accounts

JAKARTA - The Financial Transaction Reports and Analysis Center (PPATK) noted that the frequency of gambling deposit transactions (judol) decreased significantly after the policy of temporarily stopping passive accounts (dormant) was implemented in May 2025.

"The fact is that the use of inactive accounts has not contributed to the growth of online gambling. So that he becomes very low, falling from the position of 33 million times the deposit (April) to only about 7 million deposits (May)," said PPATK Head Ivan Yustiavandana as reported by ANTARA, Tuesday, August 5.

In the discussion 'National Strategy Against Financial Crime', the Head of PPATK revealed data on the frequency of transactions deposit judol reached 15.82 million transactions in March 2025 and increased to 33.23 million transactions in April 2025.

After the temporary suspension of thedormant account as of May 16, 2025, he continued, the transaction frequency of judol deposits was reduced to 7.32 million transactions throughout May 2025. The downward trend continued the following month to 2.79 million transactions.

The decline was also seen in terms of the value of the judol deposit. The number of judol deposits was recorded at IDR 2.59 trillion in March 2025 and increased to IDR 5.08 trillion in April 2025. Then decreased to IDR 2.29 trillion in May and IDR 1.50 trillion in June 2025.

Regarding the frequency and value of the judol deposit that had soared in April 2025, Ivan explained that this was related to the Eid al-Fitr period where many public funds were circulating, but many of them were used for gambling.

After thedormant account was temporarily suspended and no suspicious activity was found, PPATK reopened the account. It is also confirmed that updating of customer data through thecustomer due diligence (CDD) procedure and due diligence (EDD) will still be carried out.

With all the gurumantte accounts analyzed and no more accounts in the process at PPATK, Ivan said that the reactivation mechanism was returned to each bank.

"Some are really finished, this is already there. Some are still not, it is still in the hands of bank friends. But in general, the 122 million that have been completed at PPATK have been returned to the bank. Indeed, it varies (time of reactivation varies), the bank mechanism between one bank and another (can be different)," said Ivan.

Based on PPATK data, the value of the circulation of gamblingonline funds reached Rp99.68 trillion in the first semester of 2025 or a decrease of 43 percent year on year (yoy) compared to the same period last year which reached Rp174.57 trillion.

Throughout 2024, the value of the circulation of judol funds has reached Rp359.8 trillion. PPATK also projects that the circulation of judol funds will decrease to Rp205.30 trillion by the end of 2025 if there is intervention by the government.

Previously in his press release, PPATK stated that the temporary suspension of transactions on thedormant account was not carried out without reason. In the last five years analysis, PPATK found rampant abuse of the accountdormant without the knowledge of its owner.

The countermantrap accounts are used to accommodate proceeds from criminal acts, buying and selling accounts, hacking, using nominees as holding accounts, narcotics transactions, corruption, and other crimes.

Funds in thedormant account are also often taken against the law, both by internal banks and other parties, especially in accounts that have never been recorded by customers.

According to PPATK, the temporary suspension of thedormanttelah account is in accordance with the mandate of Law (UU) Number 8 of 2010 concerning the Prevention and Eradication of the Crime of Money Laundering.
