The Constitutional Court Calls Payment Of Salaries And Allowances Affected By Blocking Budgets

JAKARTA - Secretary General of the Constitutional Court (MK) Heru Setiawan said that one of the impacts of blocking the 2025 Constitutional Court budget was the payment of salaries and allowances of Rp45,097,925,059 which could only be paid until May 2025.

"The cuts have an impact. One, we allocated the Rp45 billion salary and allowance, which we allocated until May," Heru said during a working meeting with Commission III of the DPR RI at the Parliament Complex, Senayan, Jakarta, Antara, Wednesday, February 12.

The second impact, he said, was that the handling of cases of dispute over general election results (PHPU) of regional heads could not be paid because there was no remaining budget.

Third, he added, blocking the budget also has an impact on needs in the context of handling the Law Testing Case (PUU), State Institutional Authority Disputes (SKLN), and other cases by the end of the year will experience deficiencies because there is no remaining budget.

"The fourth, is the commitment to office maintenance such as building maintenance, vehicles, engine equipment, and office basic needs cannot be paid," he said.

At the beginning, he explained that the Constitutional Court received a budget ceiling for 2025 of IDR 611,477,078,000. As for the realized budget of IDR 316,329,436,192 (51.73 percent), the amount consists of a Case Handling Program of IDR 287,517,620,773 (47 percent) and a Management Support Program of IDR 28,811,815,419 (4.7 percent).

"Next, the remaining budget is IDR 295.1 billion. We allocate each employee expenditure of 28.4 percent or equivalent to IDR 83.361 billion. The expenditure is IDR 198.3 billion or 67.2 percent. Capital expenditure 4.6 percent or equivalent to IDR 13.4 billion," he said.

Then based on information received on Tuesday (11/2), the Constitutional Court received a budget block of IDR 226,100,000,000, consisting of goods expenditures of IDR 214,650,000,000 and capital expenditures of IDR 11,450,000,000 billion.

"From the blockage, the MK budget ceiling has changed to Rp385.3 billion, so that the remaining budget that we can use to date is Rp69 billion," he explained.

He detailed that the remaining Rp69 billion budget will be allocated for payment of salaries and allowances of Rp45 billion, non-Civil Servant Government Employees (PPNPN) and contract personnel of Rp13.1 billion, subscription and service fees of Rp9.8 billion, outsourced personnel (overpower) Rp610 million and honorary assistance for the trial of the governor election dispute case (PHP), regent, mayor Rp400 million.

Departing from the four impacts above, he also said that his party proposed a budget recovery of Rp. 189,200,195,318 for a number of needs, consisting of payment of salaries and allowances of Rp. 38,263,997,595, office maintenance operations of Rp. 20,315,670,896, case handling for the five-year regional election and PUU of Rp. 130,620,526,827.

"We have carried out this recovery allocation, have carried out efficiency in all fields, so we have allocated it for the operational basis of the daily court, official travel, and others that we have eliminated," he said.
