Member Of Commission IX Of The House Of Representatives Will Kiss The Hands Of The Minister Of Health If You Continue Construction Of Parung Hospital

JAKARTA - Member of Commission IX of the House of Representatives Achmad Ru'yat promised to kiss the hands of the Minister of Health, Budi Gunadi Sadikin (BGS) if he continued the construction of the RSUD in Parung, West Java, whose funding had been stopped since 2023. Ru'yat requested that the construction of the three-story hospital be assisted by the Ministry of Health for maximum health services for the community.

Initially, Ru'yat admitted to supporting and welcoming the Ministry of Health program on target 96.4 percent of standard hospitalization classes (KRIS) at 3,113 hospitals.

"Even though I am a veterinarian, I believe that the Minister of Health, God willing, will go to heaven by facilitating completeness, KRIS. I pray for you, the minister, the President Director of BPJS and also the leaders at JKN and Dewas are all in good health because the burden of health services is very heavy, yes," said Achmad Ru'yat in a working meeting with the Ministry of Health at the Nusantara I Building, Parliament Complex, Senayan, Jakarta, Tuesday, February 11.

The PKS legislator from the West Java electoral district admitted that he had received many reports regarding BPJS claims of up to Rp500 billion which were delayed. In fact, this delay received protests from 493 hospitals in East Java.

"Please explain from the president director of BPJS to the ombudsman in East Java, how the progress is, sir, because the hospital has been providing services, doctors have been working, and the delay has also been quite a long time," said Ru'yat.

Ru'yat also questioned the BPJS audit regarding the 2021-2023 budget. This also affects community services. "Please explain because many people have been rejected by the hospital," said Ru'yat.

Ru'yat then prayed for the Minister of Health and his staff to always be healthy in order to provide the best health services for the community. "I'm afraid that I'll be chased by various questions, so I'm sick, sir. So we at Commission IX will be guilty, right. So we really pray for all our friends in Commission IX, all of you are healthy and fit, yes, always cheerful, smiling," said Ru'yat.

Ru'yat then brought up the development of the Parung Hospital, Bogor. He promised to kiss the hand of Minister of Health Budi as a sign of gratitude if the construction of Parung Hospital was continued and completed.

"I want to kiss my hand, sir, if this can happen, sir, that's right, sir, I kissed my hand back and forth, sir," he concluded.

In April 2023, the Head of the Bogor District Health Office, drg Mike Kaltarina, explained the reason why the Rp93 billion building could not be used as a hospital, was because it had not met the standards stated in the Regulation of the Minister of Health (Permenkes) RI number 14 of 2021.

Legal umbrellas that regulate standard business activities and products in the implementation of risk-based business licensing for the health sector require that hospital buildings have a number of facilities in the form of hospitalizations, emergency rooms, operating rooms, service support rooms, and the availability of a minimum of 100 beds (type c classification).

It is known that one of the factors that has not been continued with the construction of the dam for Parung Hospital is because the work process is indicated to be corruption.

Head of the Bogor District Attorney's Office (Kejari) Agustian Sunaryo explained that his party suspected that there was a violation of the construction of the Parung Hospital, which had the potential to cause state losses of Rp36 billion.

The construction of the RSUD with a budget of Rp93 billion should be completed on December 26, 2021. But in its implementation, PT JSE only finished its work on June 15, 2022.

In this work, PT JSE received additional time or addendums up to four times. In the addendum process, the Bogor District Attorney's Office recorded several state losses caused by poor material and slow work by PT JSE.

"The estimated state loss from more than Rp93 billion, first as a result of mark-up the price is around Rp13.8 billion. Then the volume shortage is around Rp22 billion. The total state loss is around Rp36 billion, not including fines that must be paid by the executor," he said.
