Ambassador Nebenzya said this in an interview with the Russian news agency RIA.
According to him, Moscow is ready to hold talks with Washington about Ukraine "on an equal footing".
"We are open to contact but on equal footing and, as a requirement, consider Russia's interests," Ambassador Nebenzya said.
"We are waiting for the right signal from the American side," he said.
The interview before President Donald Trump said he believed the United States was making progress in talks with Russia over the war in Ukraine.
President Trump did not provide details on recent discussions with Russian President Vladimir Putin, but added he expected more conversations.
