Discussing The Efficiency Of The DKI Budget, The DPRD Asks For The Reses-Kunker Fund Not To Be Cut Into Pieces

JAKARTA - Commission A of the DKI Jakarta DPRD discussed the efficiency of the 2025 regional budget (APBD) with the DKI Provincial Government Budget Team (TAPD). This efficiency is an instruction from President Prabowo Subianto.

During the meeting, Commission A requested that 3 work programs of the DKI Jakarta DPRD not be cut. Among them are the recess budget, supervision of local government legal products, and working visits (kunker).

Member of Commission A of the DKI DPRD M Fuadi Luthfi emphasized that the three god programs that are expected not to be affected by budget efficiency are important matters related to the supervisory function of legislative members.

"We hope that in terms of budget efficiency we will not target it, because the control function wants us to do as much as possible so that all council activities that intersect with the community can be carried out optimally," said Fuadi at the DKI Jakarta DPRD Building, Wednesday, February 5.

However, Fuadi admitted that his party had no problem cutting the DPRD official travel budget, especially in offices abroad. This is because the official travel funds are one of the budget items ordered by Prabowo to be streamlined.

"If we travel abroad, it means that we must obey and submit to the Presidential Instruction. So, we also can't force it to be related to that, because if it really has to be efficient. Once (official travel), that's enough," explained Fuadi.

On the one hand, the DPRD also urges the DKI Provincial Government to make improvements in the inventory of assets belonging to the local government. Revenue from the results of local government asset management must be optimized in order to increase regional cash income.

By optimizing asset utilization, according to Fuadi, it can make Jakarta's development program run this year not hampered due to budget efficiency.

"We will inventory all of that later so that we hope that in the future the Jakarta APBD will be even more significant because we managed to find or calculate assets that could be returned to become sources of local revenue," he explained.

Previously, the Acting Governor of DKI Jakarta, Teguh Setyabudi, had signed Governor's Instruction (Ingub) Number 2 of 2025 concerning Efficiency and Expenditure Adjustments for Fiscal Year 2025.

This Ingub is a follow-up to Presidential Instruction Number 1 of 2025 concerning Expenditure Efficiency in the Implementation of the State Revenue and Expenditure Budget (APBN) and the Regional Revenue and Expenditure Budget (APBD).

Some of the main points of budget efficiency in the Ingub include:- Reduction of 50 percent of official travel expenditures, both domestically and abroad.- Budget restrictions for ceremonial activities, studies, comparative studies, as well as seminars and FGDs.- The efficiency of operating spending that does not have measurable output.- Food and beverage budget savings.- The implementation of selective policies in granting grants to ministries or institutions.- The 2025 APBD expenditure adjustment sourced from funds transfer to the regions.
