BOGOR The sustainability of the Biskita Trans Pakuan program received a sharp spotlight from the Bogor City DPRD after the Ministry of Transportation through the Jabodetabek Transportation Management Agency (BPTJ) stated that it would not extend subsidies for the program.

Deputy Chairperson I of the Bogor City DPRD, M. Rusli Prihatvy, urged the Bogor City Transportation Service (Dishub) to immediately draw up a funding scenario so that the Biskita program can continue and provide certainty to the public.

"All scenarios, technocratic studies, and service systems must be prepared immediately. The central government has made a statement, and we must prepare," said Rusli on Wednesday, December 15.

He reminded that the preparation of studies and funding plans must be in accordance with statutory regulations. In Regional Regulation (Perda) Number 8 of 2023, in particular Article 91 Paragraph (1), it is stated that the Bogor City Government is responsible for meeting the needs of transportation that is safe, comfortable, and affordable.

Rusli assessed that Biskita's whereabouts were in accordance with the mandate of the regional regulation. However, optimization is needed, such as inter-corridor integration and adjustments to the existing angkot rerouting program.

"If you can't arrange it yourself, it's just a matter of following the example of Trans Jakarta management. There's nothing wrong with learning from those who have succeeded, as long as the community's needs are met," said Rusli.

In addition, Rusli asked the Bogor City Transportation Agency to involve Organda in Biskita's operations. This is important so that all transportation legal entities in Bogor City are involved, prevent horizontal conflicts, and facilitate transportation planning in the city.

All owners of public transportation, cooperatives, and transportation legal entities must be involved. This is a good program that requires the support of all parties, so it is necessary to embrace all stakeholders," said Rusli.

Rusli likens transportation problems in Bogor City to chronic diseases that have spread throughout the body's organs. He criticized that over the past 10 years, transportation planning in Bogor City has often failed. Programs that look promising at the beginning are often unsustainable.

"I don't want the Biskita program that has been jointly fought for between the City Government and the Bogor City DPRD to disappear like the Trans Pakuan initiated by PDTJ," he continued.

He hopes that the elected Mayor and Deputy Mayor of Bogor, Dedie A. Rachim and Jenal Mutaqin, will include a comprehensive transportation program into the Regional Medium-Term Development Plan (RPJMD).

"The RPJPD already exists, and one of the contents is that transportation arrangement requires a Transportation Master Plan. Hopefully the transportation program can be stated in the RPJMD," he said.

Rusli also appreciated the Acting Mayor of Bogor who had been actively coordinating with the DPRD to ensure the sustainability of the Biskita program.

He highlighted the allocation of IDR 10 billion from the 2025 APBD and an additional plan of IDR 11 billion in the 2025 Revised APBD if the Biskita program went well.

"We support the City Government in terms of budget, as long as the study and planning are thorough. We hope that Biskita, who has been missed by the community, can return to operation, and the DPRD will make sure that happens," concluded Rusli.
