Unused But Heavily Damaged, KPK Calls NTB Tsunami Shelter Development To Experience Decreased Specifications

JAKARTA - The Corruption Eradication Commission (KPK) revealed that there was a change in design to a decrease in the specifications for the construction of temporary evacuation sites (TES) or tsunami shelters in West Nusa Tenggara (NTB). As a result, the buildings that should have been used when the disaster were damaged before being used.

KPK Director of Investigation Asep Guntur Rahayu said this change was made by Apriarily Nirmala as a civil servant (PNS) of the Ministry of PUPR who is also a commitment-making official (PPK) project. The design was deliberately changed on the grounds that it was unable to carry out development.

"That apart from making design changes, it turns out that sister AN as PPK also lowered the specifications without an accountable study," Asep said at a press conference at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Monday, December 30.

Asep detailed that the reduction in the specifications for the construction of shelters that occurred was:

1. Remove the inter-column binding beam at a 5 meter elevation where in the planning document there is a binding beam to the entire column in the building at an elevation of 5 meters, but it turns out to be changed only by binding around the building; 2. Reduce the number of bones in the column, where in the initial planning 48 is reduced to 40;3. Changing the concrete quality from the initial planning of K-275 to K-225.

"In addition, in changing the DED image, it is not described as a ramp beam or evacuation route connecting between floors according to the pre-designed image contained in the Planning Final Report," explained Asep.

"This condition caused the ramp to be too small and the ramp condition was destroyed at the time of the earthquake," he continued.

Then, the KPK also found a budget irregularity by the former project head, Agus Herijanto. The value is thought to have reached Rp1,302,309,220.

Changes in design and specifications, Asep explained, the tsunami shelter was finally damaged when it was rocked by an earthquake measuring 6.4 on a richter scale and 7 on a richter scale in July and August 2014.

This is certainly not in accordance with the master plan or master plan of the National Disaster Management Agency (BNPB) which requires the building to be strong in facing an earthquake measuring 9 on a richter scale.

"The condition of the shelter is heavily damaged and cannot be used for cover," he said.

The KPK then detained Apriarily Nirmala as a civil servant (PNS) of the Ministry of PUPR who is also a commitment maker (PPK) project and former project head, Agus Herijanto. Both are placed in the Detention Center Branch of the Rutan Rutan Class I East Jakarta for the first 20 days and will be extended.

Apriely and Agus are suspected of having harmed the state by Rp. 18,486,700,654 based on the calculation of the Financial and Development Supervisory Agency (BPKP).

They are suspected of violating Article 2 paragraph (1) or Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption, jo. Article 55 paragraph (1) of the 1st Criminal Code.
