JAKARTA - The Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan RB) held a public hearing or socialization to seek input from the public regarding the Draft Menpan RB Regulation on the Assessment of Organizational Performance (PKO) which is currently being prepared.
Deputy for Bureaucratic Reform, Accountability of the Apparatus and Supervision of the Kemenpan RB, Erwan Agus Purwanto, said that this policy would later become a reference for government agencies to assess the level of performance that had been set in realizing organizational goals and targets.
"This PKO will be a policy that enhances and strengthens synergies with other regulations, especially those related to performance regulations and in terms of implementing the Government Performance Accountability System (SAKP) which is currently in the process of being harmonized by the Ministry of Law," Erwan said in his statement in Jakarta, Tuesday, October 29, quoted by Antara.
He also explained that in the process of drafting this policy, the formulating team had conducted various studies, both academic theoretical and practical, which had been running in several government agencies.
Erwan said the most important principle is how this policy can be implemented easily.
"In the policy preparation process, we ensure not to increase the workload on each government agency, especially in obtaining related data and performance measures that will be assessed," he said.
Meanwhile, Assistant Deputy for Formulation and Policy Coordination for Administrative Accountability and Supervision of the Ministry of Administrative and Bureaucratic Reform Kamaruddin said there were three main things that became a guide during the process of drafting this policy.
First, the guidelines that will be ratified must be applied by all government agencies, ministries, and local institutions and governments.
Second, the data and information needed for performance measurements must be available so far so that it no longer requires data creation or new information.
Finally, this policy must be a guideline that applies to every Ministry / institution so that it can produce accurate performance comparisons.
"This performance assessment is not solely how to get the title of special performance, very good, good, and others, but what is no less important is how we can make performance improvements continuously," said Kamaruddin.

Furthermore, in general, the PKO in the Draft Regulation of the Menpan RB is the Kemenpan RB conducting an organizational performance assessment of ministries/agencies as well as local governments.
Then, the results of the PKO become one unit in the Evaluation Result Report (LHE) on the Implementation of Government Agencies Performance Accountability (AKIP) of ministries/agencies/local governments in accordance with the Draft Presidential Regulation on the Performance Accountability System.
