Israel's chief security authority Ben-Gvir personally ordered torture of Palestinian prisoners, the commission said.

The report found institutional ill-treatment of Palestinian prisoners, who had become a long-term characteristic of occupation, took place under direct orders of Ben-Gvir who was responsible for the prison system and was prompted by statements by Israeli authorities that sparked violence and retaliation, the report said.
