JAKARTA - The DPR supports the plan to limit the purchase of pertalite starting October 1. But Commission VII asks the Government to prepare several alternative schemes in addition to using the QR Code in its implementation.

Currently, the QR Code usage scheme in the MyPertamina application has actually been implemented through the Pertamina right subsidy program. This scheme will be sustainable with a policy of limiting the purchase of pertalite which will take effect on October 1, 2024.

Although many have taken advantage of Pertamina's proper subsidy program, the recipients of fuel subsidies in the 3TP area (stayed behind, frontier, outermost and border) are accommodated in terms of convenience in the plan to limit the purchase of pertalite considering that in the regions there are still many inadequate technology infrastructure.

"Currently the use of QR codes is already above 30 million, it also includes the regions. But there must be an alternative scheme to accommodate all people. For in remote and remote areas where QR codes cannot be used, maybe in other ways," said Deputy Chairman of Commission VII Eddy Soeparno, Wednesday, September 11.

The government is currently preparing criteria to screen anyone who can buy pertalite when the restrictions have been implemented on October 1. In addition to the criteria, people who are allowed to buy will also have a maximum quota limit per day.

The maximum limit for Pertaliteper's purchase of the day reflects on the Solar restrictions that have previously been implemented through the Decree of the Head of BPG Migas number 4 of 2020, which regulates maximum restrictions by users.

Later all subsidized fuel user consumers will be registered in the system just like Solar users. This means that only registered vehicle users can buy pertalite with a purchasing system using a QR code.

"If those who can't use it, for example, they can bring a letter showing they have the right to buy fuel or a license plate on the sign," explained the legislator from the West Java III electoral district.

For people who want to get a QR code for pertalite purchases, they can register on the MyPertamina Proper Subsidy program through the subsidy website to be precise.mypertamina.id by attaching a number of requirements so that it can be seen whether they meet the criteria as recipients of subsidized fuel.

Eddy also explained about the QR code which has now been implemented with what will be used on October 1. For people who already have a QR code, they can still buy subsidized fuel even though it is already limited.

Meanwhile, in the new Pertalite purchase completion program that will be implemented, QR codes can only be owned and can be used for people who are entitled to receive subsidized fuel.

"Now anyone who has a QR code can buy subsidized fuel. Later, whoever gets a QR code will definitely be the people who are entitled to subsidies," he said.

In the Proper Subsidy Program, the Government makes subsidized fuel policies only for vehicles with engine capacities below 1400 cc. However, this is considered still not effective in classifying people who are entitled to subsidized fuel.

"Because in practice so far, the distribution of subsidized fuel has not been correct. There are still many people who are capable and people who are not entitled but participate in enjoying subsidized fuel," said Eddy.

Eddy also reminded that fuel as imported products drains many foreign exchange countries. Subsidized fuel will also burden the state budget even more if the world oil market price increases and the USD exchange rate for Rupiah strengthens.

"So it is very important that policies are issued with more maximum effectiveness so that it can be ascertained that only community groups meet the criteria that are entitled to receive fuel subsidy assistance," he said.

Even so, Eddy reminded the Government to communicate the'subsidized fuel restrictions' policy properly to the public. The technical rules currently being prepared by the Government regarding subsidized fuel restrictions must also contain the principle of justice.

Socialize in detail, educate the public why the Pertalite restriction program must be carried out so that policies can be properly accepted. Because information inaccuracies will make people restless, "said Eddy.

Furthermore, Eddy said that the Government and Pertamina need to carry out strict supervision so that QR codes for people who have the right not to be misused by rogue parties.
