Chairman of the PDI-P (PIDP) Megawati Soekarnoputri explained the reason for refusing to equate roles, functions and duties between the TNI and the Police.

"I have said that I don't agree with the name TNI and Polri whether they want to be equalized, it's noisy. Because I have a reason that separates the Police from the TNI because their respective functions are different," said Megawati in her speech at the announcement of candidates for regional heads at the district/city level. and governor for the first batch at the PDIP DPP Office, Jakarta, Wednesday, August 14.

"Mbok is written, you know, if I talk," Megawati emphasized.

He continued by saying that the TNI has a role, function and duty to maintain the defense and sovereignty of the Republic of Indonesia. In contrast to the Police who have an obligation as law enforcers who maintain regional order and security.

"He (TNI) is defense and security, here [Polri] is only security and society, you know," he added.

The grandson of the 1st President of the Republic of Indonesia Soekarno said that the division of the roles, functions and duties of the TNI and Polri in its implementation had been experienced when he served as the 5th President of the Republic of Indonesia.

At that time, he said, the provincial-level regional head who experienced a crisis in his area carried out the mechanism for asking the President for an "emergency" due to threats that undermined the sovereignty of the Indonesian territory in Maluku and Aceh.

From the threat of integrity of the Republic of Indonesia, he continued, the tasks of the TNI and Polri are clearly different.

"The name is "emergency", it's not me when the president decides but the regional head asks for it. There are two emergencys, "civil emergency" and "military emergency"," he said.

"So I must first raise it to a "civil emergency" first. That's what the police are going forward, the TNI is behind. But when the governor asks because the situation is no longer better asking to be raised to a "military emergency", so it is reversed, I allow it to become a "military emergency", then the TNI seems like Maluku is going forward, the police are behind," continued Megawati.

For the implementation of civil and military emergencys that had occurred in his time when he was the number 1 person in Indonesia, Megawati apologized.
