The Directorate of Special Criminal Investigation of the Aceh Police has detained three suspects in corruption in the procurement of hand washing or sinks with a budget value of Rp43.7 billion.

Director of Special Criminal Investigation of the Aceh Police, Kombes Winardy, said the suspect was detained because the case file was declared complete or P21 and immediately transferred to the public prosecutor at the Aceh High Prosecutor's Office.

"Investigators have detained three suspects in corruption in the procurement of sinks. The detention of the suspects is because the case will be transferred to the public prosecutor at the Aceh High Prosecutor's Office," he said as quoted by ANTARA, Monday, August 5.

The three suspects detained were RF as the budget user, ZA as the Activity Technical Implementation Officer (PPTK), and ML as the procurement official.

Kombes Winardy said the sink procurement for high schools, vocational schools, and extraordinary schools was managed by the Aceh Provincial Education Office.

The procurement of the hand washing place was financed from the COVID-19 refocusing of the 2020 Aceh Revenue and Expenditure Budget (APBA) with a value of IDR 43.7 billion.

"Apart from the three suspects detained, investigators will also immediately determine new suspects in the case that cost the country billions," said Winardy.

The suspects are suspected of violating Articles 2 Paragraph (1) and (2) and/or Article 3 of the Republic of Indonesia Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning the eradication of criminal acts of corruption in conjunction with Article 55 Paragraph (1) of the 1st Criminal Code.

Based on the results of the investigation, said Winardy, the alleged corruption was carried out by the suspects, namely by buying and selling and breaking work packages to avoid tenders.

Then, work items are part of a fictitious contract, and the implementation of part of the work is not in accordance with the specifications in the contract.

"Investigators examined and questioned 337 witnesses, both from the office and the company as well as carrying out work in the field in uncovering allegations of corruption in the procurement of sinks during the COVID-19 pandemic," said Winardy.

In addition, investigators also examined expert witnesses from government goods and services procurement agencies, Lhokseumawe State Polytechnic, and the Aceh BPKP Regional Office.

"In this case, investigators secured a number of important documents, ranging from proposals, planning, supervision, implementation, to disbursement of financial realization. As well as confiscation of evidence in the form of more than Rp3.27 billion in cash," said Winardy.
