NTB Prosecutor's Office Detains 5 Corruption Suspects For Construction Of The Pratama Manggelewa Dompu Hospital

NTB - The West Nusa Tenggara (NTB) High Prosecutor's Office (Kejati) has arrested five suspects in the alleged corruption case of the Manggelewa Pratama Hospital construction project, Dompu Regency for the 2017 fiscal year.

"The public prosecutor has detained five suspects for the next 20 days starting today until July 30, 2024," said NTB Attorney General's Office Spokesperson Efrien Saputera in Mataram, Thursday, July 11, confiscated by Antara.

He conveyed that the public prosecutor had entrusted the detention of five suspects in different places. Three suspects with the initials MM, MKM, and FR were entrusted to the Class IIA prison in West Lombok while the suspect CA, a woman, was entrusted to the Mataram Class III Women's Prison. The BB suspect is at the NTB Police Detention Center.

He explained that the detention by the public prosecutor was a follow-up to the activity of handing over evidence and five suspects from the NTB Police investigators.

Before making the detention, the public prosecutor examined the completeness of the files and evidence in the Special Crime Room of the NTB Prosecutor's Office.

Furthermore, Efrien said that the public prosecutor is currently preparing a indictment of five suspects for prosecution needs at the Mataram District Court.

"So, for the needs of prosecution at the trial, we are still preparing administrative requirements for delegation to the court, one of which is an indictment, if it is ready, the case of five suspects will be transferred," he said.

The NTB Regional Police in handling cases that began in 2020 previously did not detain five suspects.

However, from the results of the investigation, it has been revealed that there have been state financial losses as a result of an audit by the NTB Representative Financial and Development Supervisory Agency (BPKP) of Rp1.35 billion from the project value of Rp15.67 billion.

BPKP got this figure from the physical check results of project work by a team of land experts and geotechnics from the Faculty of Engineering, Mataram University. The expert team found a lack of work volume by stating that the quality of the Pratama Manggelewa Hospital building was reduced and did not meet the planning specifications.

From the determination of the suspect, investigators applied the allegations of Article 2 paragraph (1) and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.

Five suspects in this case have different roles. Suspect MM is the power user of the budget (KPA) who concurrently serves as a commitment-making official (PPK) from the Dompu Health Office.

The MKM suspect is the director of PT Sultana Anugrah from Makassar. The company owned by MKM is the winner of the auction and project implementer.

Furthermore, the suspect BB as the project implementer in the field is on behalf of PT Sultana Anugrah.

The suspect CA is the director of CV Nirmana Consultant who is carrying out project supervisory duties.

The suspect FR is a project planner consultant from CV Fiscon. The company is considered by investigators to have failed to qualify as a planning consultant, considering that FR received an appointment from the winner of the project planning auction, the late Ika Taruna Sumarprayono.

FR was also revealed as the executor in the field in terms of supervision under the company owned by the CA suspect, namely CV Nirmana Consultant.
