Chairman of the Jakarta Corruption Court (Tipikor) Panel of Judges Rianto Adam Pontoh stated that Windi was legally and convincingly proven according to law guilty of committing a crime of money laundering (TPPU), which was regulated and threatened with criminal penalties under Article 4 of Law (UU) Number 8 of 2010 concerning Prevention and Eradication of Money Laundering.

At the direction of Irwan Hermawan, Galumbang Menak Simanjuntak, and Anang Achmad Latif Windi collected Rp243 billion from the commitment fee for the 4G BTS project.
