The North Sumatra High Prosecutor's Office (Kejati) has detained the Head of the North Sumatra Provincial Health Office with the initials AMH who is suspected of corruption in the fraud and inflating of the COVID-19 pandemic prevention program in the form of personal protective equipment (PPE) for the 2020 fiscal year.

"The suspect is Dr. AMH as Head of the North Sumatra Provincial Health Office/budget user and RMN as a private party or partner," said Head of the North Sumatra Attorney General's Office Idianto in Medan as reported by ANTARA, Wednesday, March 13.

The North Sumatra Prosecutor's Office has found sufficient preliminary evidence and a number of related parties have been summoned for questioning, so that the case is upgraded from investigation to investigation.

"The two suspects were detained in two different places, namely the Pancur Batu detention center and Labuhan Deli detention center," said Idianto.

The case began in 2020 when the PPE procurement with a contract value of Rp. 39,978,000,000, one of the series in the procurement process was the preparation of a budget plan (RAB).

"Where in the preparation of the RAB which was signed by the suspect AMH, it was suspected that it was not prepared in accordance with the provisions, so that the value in the RAB occurred, the price or mark up was quite significant," he said.

Then in its implementation the RAB, said Idianto, was allegedly given to the suspect, thus making a price offer that was not much different from the RAB.

"In addition, the implementation of the procurement is suspected in addition to spotting ups, there are also fictitious indications, not according to specifications and does not have a distribution permit or recommendation from BNPB and the provisions of Perka LKPP Number 3 of 2020 points 5 are not implemented," he said.

The types of procurement carried out are PPE clothes, helmets, boots, surgical masks, hand screens and N95 masks.

As a result of this action, according to Kajati, based on the results of the calculation of state losses carried out by the certified forensic audit team, there had been a state loss of Rp. 24,007,295,676.

The investigating team of the North Sumatra Prosecutor's Office has coordinated with the Financial Transaction Reports and Analysis Center (PPATK) to track the country's losses flowing to anyone.

"We ask those who receive the flow of funds from this alleged corruption crime to immediately return it to the investigative team," he said.
