DPR And Government Agree On DKJ Bill Ratified Before Eid 2024

JAKARTA - The DPR together with the Government and the DPD RI agreed that the Draft Law (RUU) of the Special Region of Jakarta (DKJ) was brought to a plenary meeting and ratified into law before Eid al-Fitr or Eid al-Fitr 2024. This was conveyed by the Chairman of the National Legislation Body (Baleg) of the DPR Supratman Andi Agtas before ending the meeting with the Minister of Home Affairs (Mendagri) Tito Karnavian and representatives of the DPD RI at the Nusantara Building I Parliament Complex, Senayan, Jakarta, Wednesday, March 13. "In accordance with the provisions of Article 154 of the Working Meeting we must select two things. First, regarding the schedule. Second, regarding the mechanism. If we can agree on these two things, then we can end the working meeting and we can continue in the following meeting," Supratman explained, according to the schedule that the discussion of the DKJ Bill began today, Wednesday, March 13. Then, it will be discussed at the committee level starting tomorrow which will be ended on Wednesday, April 3 before Eid al-Fitr or Eid al-Fitr. "So that on April 4th it can be completed in the DPR," explained Supratman.

"This schedule is tentative. This can be accepted, sir. The government, DPD and DPR friends. Yes, yes," continued Supratman while tapping the hammer of approval.

Sebelumnya, Pemerintah menyatakan sepakat untuk membahas lebih lanjut terkait rancangan undang-undang daerah khusus Jakarta (RUU DKJ atas usulan DPR RI. Pemerintah sepakat karena RUU DKJ merupakan amanat dari pasal 41 ayat 2 UU tahun 2022 tentang Ibu Kota Negara. "Kami atas nama pemerintah, menyetujui dilakukan pembahasan lebih lanjut secara bersama-sama atas usulan atau inisiatif RUU tentang provinsi daerah khusus Jakarta (DKJ) dengan tetap memperhatikan keselarasan keseluruhan dengan peraturan perundang-undangan terkait," ujar Menteri Dalam Negeri (Mendagri) Tito Karnavian, dalam rapat bersama Badan Legislasi (Baleg) DPR RI di Gedung Nusantara I Kompleks Parlemen, Senayan, Jakarta, Rabu, 13 Maret.

The government, continued the Minister of Home Affairs, is committed with the DPR and DPD RI to realize a common vision to build Jakarta into a world-class city and a global city that not only competes or has competitiveness at the regional level of Southeast Asia but is also equivalent to other developed cities in the world. "And we also want the city of Jakarta to become one of the main centers in the economic sector, banking services and others. The point is that it is roughly the same as New York, America or Sydney Melbourne, Australia," Tito also suggested that there is one article in the DKJ Law which reiterated that this law applies when the state capital moves to IKN after the Presidential Decree is issued. This means that Jakarta is no longer the capital status since the relocation of the capital to the archipelago was ratified.

"So that it will not become a legal polemic later because there is a gap time that might be a bit late for some parties. We hope that February 15 will be resolved in this session and maybe in the next plenary session," said Tito.
