JAKARTA - Member of Commission E of the DKI Jakarta DPRD, Ima Mahdiah, said that the number of student complaints that were no longer registered in the recipients of the Jakarta Superior Student Card (KJMU) was caused by a reduction in the budget by the DKI Provincial Government.
In the preparation of the 2024 APBD, the reduction in the KJMU special education cost assistance budget has actually been opposed by the DPRD. However, Ima admitted that the DKI Provincial Government has continued to reduce the nominal budget.
"The main problem is when the budget is cut. From a total of 19 thousand (recipients) to 7,900 who can. The quota is lowered. However, we protest, they still say that much. Finally, today is the incident (of students)," said Ima when contacted, Wednesday, March 6.
In addition, there are other problems that are in the spotlight of Ima. One of the factors in revoking the right to accept KJMU by the DKI Provincial Government is the result of recording the assets or vehicles owned by each student's family.
However, Ima views that this method is not yet effective in categorizing everyone's socio-economic capabilities. Because, it could be that someone else took the KTP or KK data in question as the owner of the asset.
Actually, the DPRD has reminded the DKI Provincial Government not to use asset or vehicle ownership data to be matched in the database of recipients of educational assistance.
This has been warned by the DPRD since the preparation of the budget. However, Ima admitted that input from the council was often not heard.
"Still in the right ear, left ear came out, yes. In fact, what I propose is what happens in society. It's a pity for people like that, what they should get rights, so it's delayed and even lost," explained Ima.
Previously, the Acting Governor of DKI Jakarta Heru Budi Hartono admitted that there was indeed a change in the data on KJMU recipients phase 1 of 2024 due to a new mechanism in the use of data sources.
One of the data sources in question is the Integrated Social Welfare Data (DTKS) as of February and November 2022, as well as as as of January and December 2023 which were approved by the Ministry of Social Affairs.
The synchronization of asset ownership data and vehicles is also included in the DTKS update.
Then, the data is matched with data from the Socio-Economic Registration (Regsosek) issued by the Ministry of National Development Planning/National Development Planning Agency (Bappenas).
"In DKI Jakarta, data can belinked at Bapenda (Regional Revenue Agency), vehicle data, home data, asset data. KJMU is for people who can't afford it for him to study, we give it," said Heru at DKI Jakarta City Hall.
Often, in data synchronization, Heru said that the DKI Provincial Government found residents who were listed as underprivileged families, but had motorized vehicles at the age of a capable family. They were eventually removed from the poor category.
"If the data we link with tax data, vehicle data, he owns a vehicle, and he is a capable person, can we provide assistance?" he said.
