JAKARTA - The government plans that Jakarta will be free of air cables in the next few years. The DKI Jakarta Provincial Government is also building an integrated utility network (SJUT) facility starting from the arrangement of fiber optic cables in the air and underground.
PT Jakarta Infrastruktur Propertindo (JIP) is one of the BUMDs assigned by the DKI Provincial Government to build SJUT manholes in South Jakarta and East Jakarta.
Since 2021 until now, JIP has built 25 kilometers of SJUT on 10 roads in South Jakarta.
These include Jalan Senopati, Jalan Cikajang, Jalan Pattimura, Jalan Gunawarman, Jalan Suryo, Jalan Trunojoyo, Jalan Wilyer Mongonsidi, Jalan Sultan Hasanudin, Jalan Captain Tendean, and Jalan Mampang Prapatan.
"The use of SJUT on the roads that we have built is almost 100 percent, except for those that we just built, such as in Gunawarman and Trunojoyo, close to the Police headquarters. It is still in the process of withdrawing and installing," said Acting President Director of PT JIP, Ivan Cahya Permana at DKI Jakarta City Hall, Wednesday, February 28.
In fact, the DKI Jakarta Provincial Government has assigned JIP to complete the construction of SJUT at 115 kilometers for two years, namely 2022 and 2023. However, the assignment has not yet reached the target.
Ivan also explained the reason. When starting to build SJUT, this subsidiary of PT Jakpro is still touching the job. The SJUT design that will be used by the telecommunications network operator is also adjusted several times.
"When we start building, there are a lot of obstacles. First, what kind of design. Second, who will use it. The first one to wake up in Mampang is less big, less this, less that. So, we build it based on assumptions," explained Ivan.
Then, the job was stopped because JIP ran out of capital to build SJUT at another point. This is because the operator did not want to move the fiber optic cable because it was still doubtful about the SJUT made.
Then, after several adjustments were made by JIP, finally dozens of operators began to enter the SJUT project at 25 kilometers of the road section.
"So we already have customers at 25 kilometers 70 ISP (internet service providers), we make sure to have a license. That's where we make the role model," he said.
Furthermore, JIP will continue the construction of SJUT from the work target given by the DKI Provincial Government. However, JIP is still waiting for the issuance of a new governor's decision as the basis for its assignment.
This is because the Governor's Decree (Kepgub) Number 645 of 2021 regarding the assignment of the SJUT construction has expired since 2023.
In this new governor's decree regarding the assignment of SJUT for 2024-2025, JIP requested a change in the long target of SJUT development from 115 kilometers to 109 kilometers.
Of the 25 kilometers that have been worked on, JIP still has to build an 84.5 kilometer SJUT with details of 54.4 kilometers in South Jakarta and 30 kilometers in East Jakarta.
"Now we have started to walk small. Because we already know the sidelines, who the customers are, how to build them, how much is the price. So, we are waiting for the governor's decree which later (assuming) we will complete from 25 to a total of 109 (kilometers) in these two years, 2024-2025," he added.
Meanwhile, the DKI Provincial Government is targeting Jakarta to be free of cables hanging from the seafill in the air by 2028 with the completion of the transfer of fiber optic cables and electrical cables underground.
