Secretary General Of The Ministry Of Home Affairs Dudy Jocom Sued 5 Years In Prison In Corruption Cases In The Construction Of 3 IPDN Campus

The prosecutor demanded five years in prison for the Head of the Financial Administration and Asset Management Center at the Secretariat General (Setjen) of the Ministry of Home Affairs (Kemendagri) Dudy Jocom.

The defendant Dudy is considered proven guilty of corruption in the construction of three campuses of the Institute of Domestic Administration (IPDN).

"The defendant Dudy Jocom has been sentenced to five years in prison and a fine of Rp. 500 million, subsidiary to six months in prison with an order that the defendant remains detained," said the Public Prosecutor of the Corruption Eradication Commission (KPK) at the Corruption Court (Tipikor) Jakarta, Thursday, February 22, confiscated by Antara.

The defendant Dudy was also required to pay a replacement money of Rp. 4,625,000,000, a subsidiary of two years in prison.

According to the prosecutor, the Secretariat General of the Ministry of Home Affairs for the 2010 '2015 service period was legally and convincingly proven to have committed corruption in the IPDN campus construction project in Rokan Hilir Regency, Riau; Minahasa Regency, North Sulawesi; and Gowa Regency, South Sulawesi (Sulsel)

Therefore, Dudy Jocom is believed to have violated Article 3 jo. Article 18 of Law of the Republic of Indonesia Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 concerning Eradication of Criminal Acts of Corruption jo. Article 55 paragraph (1) 1st of the Criminal Code jo. Article 65 paragraph (1) of the Criminal Code paragraph (1).

The aggravating thing, said the prosecutor, was that the defendant's actions did not support the government's program in eradicating corruption and the defendant had not yet returned the money he received. While mitigating things, the defendant admitted his actions.

Previously, the defendant Dudy Jocom was charged with corruption together with the General Manager of the Building Division of PT Hutama Karya, Budi Rachmat Kurniawan; Senior Manager of Marketing of the Building Division of PT Hutama Karya, Bambang Mustaqim; Head of Construction Division VI PT Adhi Karya, Dono Purwoko; and Head of Division I (Building) of PT Waskita Karya Adi Wibowo.

"Dudy Jocom defendants from January 2010 to June 2012 made arrangements to win PT Hutama Karya, PT Adhi Karya, and PT Waskita Karya in construction work for the IPDN campus building construction," said the KPK prosecutor at the Jakarta Corruption Court, Monday 31 July 2023.

The indictment states that Dudy Jocom as the Commitment Making Officer (PPK) did not prepare his own estimated price as a reference in the auction implementation, and approved a 100 percent payment application for the implementation of work that was not in accordance with the work agreement/contract.

The act was detrimental to state finances in the construction of the IPDN campus building in Rokan Hilir Regency, Riau worth IDR 22,109,329,098.42; detrimental to state finances in the construction of the IPDN campus building in Minahasa Regency, North Sulawesi worth IDR 19,749,384,767.24; and detrimental to state finances in the construction of the IPDN campus building in Gowa Regency, South Sulawesi worth IDR 27,247,147,449.84.
