The General Elections Commission (KPU) uses a tiered recapitulation system to calculate the number of votes entering the 2024 General Election, both legislative elections and presidential elections.

This tiered recapitulation system means that the vote calculation is carried out in stages at various levels.

Starting from manual calculations at polling stations (TPS) to the national level. There is also a vote calculation that will be recorded by the Voting Organizing Group (KPPS) through the C1 form.

After that, ballot boxes and other administrative documents will be submitted to the District Election Committee (PPK) to continue recapitulation at the sub-district level. The process also continues to the district/city, provincial, and national levels by the Indonesian KPU.

The vote calculation process was carried out through the Sirekap application which played a role in publishing the results of calculations in the 2024 General Election.

This application replaces the Election Voice Calculation Information System (Situng) which in 2019 served as the publication site for the vote count results.

Sourced from KPU Decree No 66 of 2024, Sirekap is a feature based on information technology as a means of publication of vote count results and the process of counting votes and aid equipment in implementing the recapitulation of election vote count results.

As is known, Sirekap is divided into 2 types, namely mobile type and website type. There is also a difference, namely that mobile type Sirekap will be used by KPPS members to calculate or recapitulate sound results in each TPS. This type of Sirekap is used as the main source of information in the C form. Results-KWK.

Meanwhile, Sirekap Web is an application used by the sub-district selection committee or PPK. This type of Sirekap is also used by the KPU at the city/district level to the provincial level. Later, this application will play a role in collecting and adding information from all the main sources that have been uploaded by the KPPS through Sirekap Mobile.

In its use, all paper documents will be changed to digital documents so that they can be included in the Sirekap application. Therefore, the C1 form uploaded to Sirekap must be scanned first as a digital document. This mechanism will be carried out at the sub-district and district levels.

With the presence of this Sirekap application, the public can see transparently the information on the votes acquired by each presidential candidate and vice president along with a legislative candidate based on the uploaded C1 form.
