Walkot Eri Cahyadi: Non-cash Parking In Surabaya For Jukir Welfare

Surabaya Mayor Eri Cahyadi stated that the application of non-cash methods, both with QRIS and vouchers in public roadside parking areas (TJU) aims to improve the welfare of parking attendants (jukir) in the local city area.

"Because I do parking with QRIS or parking this subscription to increase jukir's income clearly," Eri said in a statement quoted by ANTARA, Wednesday, January 10.

Eri explained that parking rates with QRIS have a profit-sharing scheme between the Transportation Service (Dishub) and the jukir in the city of Surabaya.

The distribution of parking rates that enter is 60-40 percent. The percentage of income from parking rates to jukir will go directly into a personal account.

"So if the jukir gets 40 percent in that area, for example, Rp. 1 million in income, then he can bring home Rp. 400,000 per day," he said.

Then, of the 40 percent that entered the jukir, later only five percent of the total daily income was earmarked for the Head of the Court (Katar).

However, the steps implemented by the city government (Pemkot) through the Surabaya Transportation Agency were not approved by the jukir who was part of the Surabaya Parking Attendant Association (PJS).

In fact, he said, the scheme aims so that there is no assumption of cutting the percentage for jukir carried out by local Dishub officers and irresponsible parties who try to take advantage.

That way the jukir can get full daily income from the parking area.

Not only that, but the step of implementing the TJU parking payment method is also to anticipate leakage of local revenue (PAD) that comes from parking fees.

"Obviously it's not cut into pieces. So with a subscription or non-cash parking model like QRIS or voucher, I want to make sure how much one jukir can get. If this is clear, I can get IDR 400 thousand, I can get IDR 300 thousand, who will play later," he said.

Regarding the rejection of the non-cash parking scheme from PJS, Eri stated that he was ready if he had to sit at the same table to discuss the solution to the problem.

"Later, our association will always talk to Surabaya in deliberation," he said.

Previously, the Surabaya City Transportation Service (Dishub) sought to make non-cash payment methods in the form of electronic money or QRIS in public roadside parking areas that could run.

Head of UPT Parking Surabaya City Transportation Agency Jeane Taroreh said the non-cash payment method was to prevent leakage of Regional Original Revenue (PAD) from parking fees.

The local Transportation Agency, on Monday, January 8, 2023, began to socialize the use of electronic money to pay for parking at roadside parking.

This socialization is to facilitate the application of parking rates with a digital system, both for parking attendants and the general public.

"Parkir pinggir jalan umum di data asasing kami 1.370-tentik, harapannya bisa dilaksanakan dengan digitalisasi," ujarnya.
