It Could Be An Economic Power, So It's Fair For Village Funds To Increase Every Year

PONOROGO - Chairman of the DPD LaNyalla Mahmud Mattalitti emphasized that the existence of a village with all its potential must be able to make that place the main economic force in supporting people's lives.

Hal tersebut disampaikan LaNyalla di acara Sarasehan dan Serap Aspirasi Masyarakat Asosiasi Kepada Desa Kabupaten Ponorogo bertajuk 'Otonomi Desa untuk Mewujudkan Kesejahteraan Rakyat', Rabu 22 November di Pendopo Kantor Bupati Ponorogo, Jawa Timur.

"Villages must be an economic force, not only to prevent urbanization. But because of natural resources and national food security sources, they are actually in the village. Therefore, the central government should disburse enlarged village funds from year to year," said LaNyalla.

However, LaNyalla reminded that the existence of village funds must be maximized by planning and execution of mature programs. Therefore, the orientation of policy makers in villages, both village heads and village and other stakeholders, must be one orientation to strengthen villages as economic power.

There must be one orientation. Namely, realizing the welfare of the village. Village progress. And determining the superior potential that must be explored and realized to become an economic force," said LaNyalla.

The potential of this village must be chosen and determined. Because one village and another certainly have different potentials. This agreement must be born from stakeholders in the village and not born from government programs above the village. Not at the direction of the regent, governor or president.

Karena yang lebih tahu potensi desa, adalah warga di desa itu. Sekali lagi bukan top down. Tapi harus bottom up. Karena desa memang harus mandiri, ujar LaNyalla di depan seluruh kepala desa di Kabupaten Ponorogo.

For this reason, continued LaNyalla, villages must do five priority things. The first is the development of village apparatus capacity. Next is improving the quality of village government management and the third is village development. Next, the fourth is village financial management. And finally the preparation of village regulations.

Furthermore, LaNyalla explained, in an effort to accelerate the realization of people's welfare or prosperity and social justice for all Indonesian people, the DPD RI offered a roadmap to achieve this nationally by re-implementing the state system formulated by the nation's founders, namely in accordance with the 1945 Constitution of the original manuscript.

A system formulation that has never been purely implemented in the era of the old order and the new order but has been completely removed from the state constitution when this nation amended the Constitution from 1999 to 2002.

The state system formulated by the founders of the nation puts the country in a very sovereign position over the natural resources contained in the earth, water and its contents, "explained LaNyalla.

Meanwhile, Political Economist Ichsanuddin Noorsy in his presentation at the event said that village heads after this meeting must immediately improve data collection to create a developed and prosperous village.

The policy that you and the village head must comply with the actual database, the policies that will emerge will not be right on target if the data has not been corrected. If you have corrected the actual data, later the village funds that you received will be right on target to realize people's welfare," said Noorsy.

Meanwhile, UI's Lecturer for Political Sciences, Mulyadi, encouraged village heads throughout Pororogo to invite and teach their people to re-implement the state system formulated by the nation's founders, namely according to the 1945 Constitution of the original manuscript.

"Because Indonesia has no hope that the amendment to the 1945 Constitution will not be changed again immediately by addendum techniques, because currently economic democracy is controlled by the oligarchs, so ladies and gentlemen should all support what was explained by the Chairman of the DPD RI. As I often emphasize, the oligarchs will continue to move, first control the economy, then control the politics, and finally control the president," he said.
