Riau Islands Governor Affirms OPD Consequences To Lift PTT And THL To Become PPPK Own Responsibility

The Governor of the Riau Islands (Kepri) Ansar Ahmad has prohibited all Heads of Regional Apparatus Organizations (OPD) from appointing non-permanent employees (PTT) and Off Daily Workers (THL) as government employees with work agreements (PPPK).

"Every OPD Head within the Riau Islands Provincial Government is prohibited from appointing PTT/THL or other designations as PPPK, or other reasons without the permission of the Riau Islands Governor," said Governor Ansar in Tanjungpinang, Tuesday, November 21, which was confiscated by Antara.

In order to confirm this statement, Governor Ansar Ahmad has also issued Circular Letter (SE) Number: B/812.2/37/BKDKORPRI-SET/2023 dated November 20, 2023 concerning Prohibition of Appointment of PTT/THL as PPPK. The circular is addressed to all Heads of OPD of the Riau Islands Provincial Government.

"I have signed the circular letter, please obey it," said Ansar.

He emphasized that if the Head of OPD is still appointing PTT/THL or other designations, then the consequences and impacts of the appointment are outside the responsibility of the Riau Islands Governor.

Ansar also appealed to the Head of OPD who really needs THL employees to be able to take advantage of the THL in the scope of the Riau Islands Provincial Government at this time.

"The head of the OPD must also increase supervision and discipline for PTT/THL in stages," he said.

Ansar added that the ban on the appointment of PTT/THL as PPPK or other names in the Riau Islands Provincial Government, in the context of implementing good governance and having integrity, professional, neutral, and free from political intervention, free from corrupt practices, collusion and nepotism, as well as being able to organize public services and improve the implementation of the management of State Civil Apparatus (ASN).
