Ternate Kejari Set 3 Corruption Suspects For Catering And Snack Fictitious COVID-19 Budget

TERNATE - The Ternate District Attorney (Kejari), North Maluku (Malut) has named three people as suspects in the alleged corruption case with the COVID-19 vaccination budget at the Ternate City Health Office for the 2021 fiscal year with a state loss of Rp700 million.

Head of the Special Crime Section of the Ternate Kejari, M. Indra Gunawan said the three suspects, namely F as the Treasurer of the Expenditure of the Ternate City Health Office in 2021, HAD as the Head of the Finance Sub-Division of the Ternate City Health Office in 2021, and AM as the Commitment Making Officer at the Ternate City Health Office.

"This Friday (20/10/2023), the Investigative Team at the Special Crimes Section of the Ternate District Attorney has named three people as suspects in the alleged corruption case in the Honorary Expenditure of the Vaccination Team, the Consumption Expenditure of the Vaccination Team, and the Expenditure Expenditure of the Vaccination Team in the Management Activity for Risk Reduction of the Health Crisis and Post-Health Crisis at the Ternate City Health Office for Fiscal Year 2021," he said as quoted by ANTARA, Friday, October 20.

After being named as suspects, the three were immediately taken to the Ternate Class III Women's Correctional Institution (LPP) for detention for the next 20 days.

"The three suspects were detained for 20 days starting from October 20, 2023 to November 8, 2023," he explained.

Based on the DPPA SKPD of the City Health Office of Temete for Fiscal Year 2021 Number: 1,02.02.01.16.24.5.2, the Management of Health Crisis Risk Reduction Efforts and after the Health crisis at the Ternate City Health Office for Fiscal Year 2021 is sourced from the proceeds from the refocusing of the Ternate City Government (DAU) for Fiscal Year 2021 amounting to 8 percent or IDR 22,469,639,610 with which it was realized until December 31, 2021, amounted to IDR 15,834,612,073.

The realization of the budget includes the following two activities that are the focus of investigation, namely spending on services for health workers and honorariums for the vaccinator team of IDR 5,403,000,000 and spending on food and beverages, the operation of the Vaccination team of IDR 4,499,520,000.

"For the honorarium expenditure of the vaccination team, there was an honorarium disbursement that was not in accordance with the Decree of the Mayor of Ternate regarding the Determination of the Vaccination Team and there was an honorarium that had been disbursed but was not paid," he said.

Meanwhile, for food and beverage expenditure activities, the vaccination team has procured food and snacks by two Units of CATering which were cut by the Commitment Making Officer in the amount of Rp. 10,000 per dos, there was a fictitious food and snack work in October to December 2021 and there was a shortage of food and snacks provided that did not match the ones listed in the order and contract documents.

"For this, it was found that there were irregularities that resulted in state financial losses as stated in the Letter of the Financial and Development Supervisory Agency (BPKP) Representative of North Maluku Province No. PE.03.03/SR-1280/PW33/5/2023 dated June 9, 2023 and the results of the progress of the investigation amounted to Rp. 709,721,945," he said.

The role of each suspect in this case is as follows, suspect F as treasurer of the 2021 Ternate City Health Office illegally submits a SPP-LS document for disbursement of honorarium funds for the Vaccination Team without being attached with complete documents, not examining the completeness and correctness of documents on the payment of honorariums for the vaccination team and not making and not ensuring that the payment of honorariums to the Vaccination Team has been paid in full.

The suspect with the initials HAD as Head of the Financial Sub-Division of the Ternate City Health Office in 2021 illegally does not verify the completeness, correctness and suitability of the calculation of the SPP-LS documents with supporting documents submitted by the Expenditure Treasurer for disbursement of honorarium funds for the Vaccination Team.

He asked the Expenditure Treasurer to carry out the honorarium payment task of the Vaccination Team which was not paid fully and made an evil agreement with the Commitment Making Officer to work on food and snacks in the name of Catering Aris with the amount / quantity of food and snacks provided not in accordance with the contract document.

Meanwhile, the suspect with the initials AM as the Commitment Making Officer legally received Rp. 10,000 doses of money for the procurement of food by Catering Aisyah by way of the food price which was originally agreed at a unit price of Rp. 30,000 doses but which was paid Rp. 40,000/dos so that the suspect asked for an excess of Rp. 10,000/dos to be handed over to the suspect and the suspect made a direct appointment of the Catering suspect himself, namely Catering Aris.

Selanjutnya, tersangka memanipulate harga satuan makanan dan volume dalam kontrak yang faktanya terdapat pekerjaan makanan dan snack fiktif di bulan Oktober s/d Desember 2021, serta terdapat kekurangan volume makan dan snack yang disediakan tidak sesuai dengan yang tercatat dalam dokumen surat perintah dan kontrak," katanya.
