JAKARTA - Commission II of the DPR RI encourages the government through the Ministry of Administrative Reform and Bureaucratic Reform (Kemen PAN-RB) to accelerate data collection for honorary employees or non-ASN Government employees. This follows the discovery of many problems related to data collection of honorary staff.
“ Fix the honorary affairs to the roots. Clear the data carefully,” said Member of Commission II of the Indonesian House of Representatives Mardani Ali Sera in Jakarta, Tuesday, September 19.
The government has collected non-ASN data on all honorary workers in Indonesia.
The results of data collection and verification from the State Civil Service Agency (BKN) showed that the number recorded reached 2.3 million employees. After auditing and checking, it turned out that there was a lot of non-ASN data that was fraudulent or fictitious.
The government has also canceled the plan to abolish all non-ASN in Indonesia in November 2023. For information, the government was originally to remove honorary employees in November 2023 as mandated by Law No. 5 of 2014 concerning ASN.
Actually, as of 2018, the remaining Honorary Workers were only around 444,687 people, known as Honorary Staff Category II/THK 2 or commonly known as honorary K2 workers. However, after data collection and data validation of the latest non-ASN number of non-ASN personnel, the total honorary staff currently reaches 2.3 million.
On that basis, Mardani asked the government to immediately resolve the chaotic affairs of the honorary staff.
" “ Immediately lift the honorary K2 which has been waiting for a long time," he said.
The K2 honorary staff itself is an honorary staff who has passed government data collection in 2010 and should have been appointed through the PPPK selection in 2018-2019. It's just that until now there are still a number of K2 honorary workers who have not been appointed as ASN.
At the latest meeting with the PAN-RB Ministry, Commission II of the DPR submitted the findings of around 3 million honorary workers who were not registered in the data collection carried out by the PAN-RB Ministry together with the Financial and Development Supervisory Agency (BPKP).
The data finding of 3,000,389 employees is an initiative from the leadership of Commission II of the DPR through the opening of an online complaint channel. Through this facility, many non-ASN employees complain that their data is being changed, by honorary staff, aka bulging.
Menpan-RB Abdullah Azwar Anas once revealed that there are still corruption, collusion, and nepotism (KKN) in the recruitment of honorary workers or non-ASN employees. This is still one of the obstacles in the dilemma in bureaucratic reform.
" “ The importance of data collection and verification is so that honorary staff who really work and have capacity are displaced by elements who take advantage of their closeness to the bureaucracy," explained Mardani.
Mardani also reminded the Government to follow up on the findings of Commission II of the DPR. Moreover, non-ASN employees who have been registered based on the results of BKN verification have served the state for years.
"All eyes are currently supervising with great hope that it lies with the Government to carry out its duties with integrity and responsibility to accelerate data collection of our friends, honorary staff who have served the country for a long time," said Mardani.
Furthermore, the Commission in the DPR, which is one of the scopes of its duties in the affairs of State Apparatus and Bureaucratic Reform, also urged the central government to accelerate data collection and encourage regional heads to send the number of honorary workers working within the government. Moreover, said Mardani, most honorary employees who are not registered have a long working period.
"They have sacrificed their time, energy and dedication to serve the community with full responsibility. However, they still have to struggle to get a decent confession
"His service," said the legislator from the DKI Jakarta I electoral district.
Mardani emphasized the importance of maintaining data integrity in registering honorary employees. Because there are many concerns about data manipulation that can harm honorary workers who have worked well and honestly.
"Many complaints came from honorary employees, they are worried about their data being changed or misused so that they do not get the right to be appointed as PPPK. This is also something that must be monitored together," explained Mardani.
Commission II of the DPR also reminded the Government to be truly consistent in overcoming various issues related to data collection of honorary staff and appointments for those who have met the requirements. Mardani asked the Government to uphold the principle of transparency in the audit process.
"If the data has been collected, open it to the public completely based on the track record of its service. So the public believes that the government has prioritized honorary employees who have served for years, according to their previous promises," he said.
Mardani also asked the Government to set a deadline for completing data collection on the actual number of honorary staff. That way, the process of accepting honorary workers into PPPK or ASN can run effectively.
"To encourage the data collection process, the government must have a deadline given to regional heads to immediately compile the number of honorary employees in their respective regions. Because the final results of this data are eagerly awaited by the community," said Mardani.
By accelerating data collection data collection and transparency, it is hoped that this will further strengthen the aspect of justice for honorary employees. According to Mardani, transparency and justice are the keys to motivating honorary workers to continue their service to the state.
"This will also fulfill the commitment in realizing a fair opportunity for honorary employees to become PPPK ASNs. As well as giving awards to those who have faithfully served the country of Indonesia," he said.
On the other hand, Mardani supports the Government's decision to issue a circular (SE) to ask the Civil Service Guidance Officer (PPK) of central and regional agencies to continue allocating budgets for financing for non-state civil servants or non-ASN.
This follows because currently the Government together with the DPR and various stakeholders are conducting non-ASN arrangements and looking for the best solution related to Government Regulation no. 49/2018 which stipulates that there should no longer be non-ASN personnel.
In accordance with the direction of President Joko Widodo (Jokowi), the PAN-RB Ministry was asked to find a middle road solution with the principle, among others, to avoid mass layoffs and there should be no reduction in income from those received by non-ASN personnel at this time.
"While we are looking for a solution to this problem, the Government must be able to ensure that honorary staff can continue to carry out their duties without worrying about terminating their cooperation contracts, or not being paid," concluded Mardani.
