DKI Provincial Government Admits WFH ASN Yesterday Only 13 Percent, This Is The Reason

JAKARTA - Secretary of the DKI Jakarta Regional Personnel Agency (BKD), Etty Agustijani, admitted that the number of state civil servants (ASN) who underwent work from home (WFH) on Monday, August 21 was still 13 percent.

Meanwhile, Acting Governor of DKI Jakarta Heru Budi Hartono targets 50 percent of ASN who do not work in the field of direct service to the community to conduct WFH for the next two months.

"There are 15,335 employees who do not direct services. Of that number, yesterday there were only 13 percent of WFH or around 2 thousand," said Etty when contacted, Tuesday, April 22.

Etty explained that the reason the number of ASNs that WFH did not match the target was because they were still adjusting their work patterns before working from home, and there were other activities that had to be carried out in the office.

"Then there is the SKPD that has not made a schedule for who should WFH. Now, today we have socialized it again, hopefully today we will withdraw again maybe the data will be a bit afternoon," said Etty.

The WFH policy for ASN DKI Provincial Government is carried out in order to reduce the level of air pollution and congestion during the 43rd ASEAN Summit (KTT).

The DKI Provincial Government implemented a maximum WFH policy of 50 percent from August 21 to October 21, 2023. Then, specifically during the ASEAN Summit, the composition of WFH ASN was increased to 75 percent from September 4 to September 7, 2013.

Etty claims that public services will not be disrupted by the implementation of 50 percent WFH for ASN. He said that every head of the regional work unit (SKPD) was responsible for arranging the employee schedule. Bearing in mind, the SKPD officials are more aware of the duties and roles of their employees.

"The schedule that is made certainly does not interfere with the services of the SKPD," he said.

During WFH, ASN is required to report attendance or attendance on the pages provided every morning and evening. The mechanism for this attendance report also requires ASN to turn on the cameras and locations on their respective devices to be recorded by the system.

If later there is ASN DKI that violates the behavioral guidelines in the Circular Letter (SE) of the Regional Secretary (Sekda) Number 34 of 2023 concerning the Implementation of Official Affairs from Home (WFH), it will be subject to sanctions in accordance with applicable regulations.

"For supervision, the employee's direct supervisor will carry out monitoring and the SKPD is responsible for its employees. Violations of this rule will be subject to sanctions in accordance with applicable regulations," said Etty.

Etty emphasized that ASN designated for WFH are prohibited from carrying out other activities during working hours. They are also not allowed to wander outside the house and are required to wear official clothes while working.

"Never mind going home, going to the market is not allowed. Mothers work using negligee while cooking while cooking while cooking when WFH is also not allowed. So they do work at home. Not to cook, but to work at home," said Etty.
