JAKARTA - Acting Governor of DKI Jakarta Heru Budi Hartono said that his party would conduct a trial of regulating working hours in Jakarta. The plan is to distribute hours to the office at 08.00 WIB and at 10.00 WIB.

In the trial, the DKI Provincial Government will see the effectiveness of working hours arrangements as an effort to deal with congestion. Then, it will also be seen the level of comfort for people who are mobilized to work every day with the distribution of these working hours.

This trial was carried out after a thorough study. Currently, the DKI Provincial Government is holding a focus group discussion (FGD) to accommodate input from academics to relevant stakeholders to formulate the policy mechanism.

"This will all be discussed later and the results from transportation experts will be given to us. Of course, after this there will be a trial, whether this can and does not disturb the comfort of the community, does not interfere with the comfort of working," said Heru after the FGD at the Hotel Borobudur, Central Jakarta, Thursday, July 6.

Heru said inputs from relevant stakeholders in the FGD to regulate working hours will be discussed again on an internal scale with the Jakarta City Transportation Council (DTKJ) to formulate the rules.

Then, the planning of this working hour arrangement will be reported to the Ministry of Transportation, before it is finally issued through a governor regulation (pergub)

"Today's discussion is part of the most important part to resolve this. Let's give a response to provide suggestions for later we will reprocess it, whether it will be a decision by the governor's regulation," said Heru.

The regulation of working hours is based on the government's efforts to unravel congestion. Previously, this FGD was carried out in early November 2022. At that time, the DKI Jakarta Transportation Agency accommodated input made by a number of parties.

In the first FGD previously, one of the concerns was the need for regulations that regulate the implementation of the distribution of working hours for employees in Jakarta.

Because, it was revealed that the division of working hours for company employees did not have a legal basis. Law Number 22 of 2009 concerning Road Traffic and Transportation (UU LLAJ) does not regulate efforts to reduce congestion by determining working hours.

As a result, at that time the DKI Transportation Agency made arrangements for working hours for private office employees in Jakarta limited to appeals and not obligations.

Meanwhile, at the central government office located in Jakarta, working hours arrangements can be carried out flexibly by issuing new regulations by the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB).

For employees of the DKI Provincial Government's office, another opportunity is that working hours can be implemented, namely with regional head regulations such as governor regulations (pergub) or governor's decisions (kepgub).
