Ombudsman Finds Potential Maladministration In Selection Of 5 Central Sulawesi OPD Leaders

The Ombudsman assessed that the pre-main high-ranking selection process for five regional apparatus organizations (OPD) carried out by the Central Sulawesi Provincial Government (Sulteng) has the potential for maladministration practices.

"Paying attention to the selection process for high leadership positions in the scope of the Central Sulawesi Provincial Government which has given birth to a decision on the three names of candidates for each OPD, as the Head of the Ombudsman, I assess that there is potential for maladministration in the selection process," said Head of the Ombudsman Representative for Central Sulawesi Moh Iqbal Andi Magga, in Palu, Thursday, April 27, confiscated by Antara.

Iqbal said, this potential can be seen from the wrong determination of the selection committee. In accordance with the mandate of Law Number 5 of 2014 concerning ASN in Article 54 and Article 55 it is stated that the position of Regional Secretary of the Province as an official is authorized to carry out the selection.

"Meanwhile, the selection process for high-ranking Central Sulawesi officials this time, I see that it was not carried out by the Regional Secretary of Central Sulawesi Province. Even though the Central Sulawesi Provincial Secretary is there," he said.

"It's different if the definitive Regional Secretary doesn't exist yet, currently Central Sulawesi Province already has a definitive Regional Secretary," he added.

Iqbal said this could trigger maladministration in the selection because it was not carried out by the competent authorities as regulated in the law.

So, according to him, the Governor of Central Sulawesi needs to consider the continuation of the selection process or take corrective actions in the form of improving the structure of the pre-main high leadership position committee.

"In order to cross opinions about the validity of the appointment of five senior high-ranking officials," he said.

Previously, the Central Sulawesi Provincial Government through the selection committee conducted an open selection for pre-main high leadership positions including the position of Head of the Central Sulawesi Provincial Secretariat Organization Bureau, Head of the Central Sulawesi Provincial Secretariat Development Administration Bureau, Head of the Legal Bureau of the Central Sulawesi Provincial Secretariat, Head of the Central Sulawesi Provincial Transportation Service and Head of the Central Sulawesi Provincial Water Resources Cipta Karya Office.

From the selection, the committee managed to capture three names for each of these positions. The names that were successfully arrested were Andi Ruly Djangola, Djaenudin, Octaviani Dyah Retno Wijayanti Dwi Lestari, as a candidate for the head of the Central Sulawesi Provincial Water Resources Cipta Karya Office.

Then, candidates for the Head of the Central Sulawesi Provincial Transportation Service include Dodot Tinarso, Fahrudin, and Sumarno. Candidates for the Head of the Legal Bureau of the Central Sulawesi Provincial Secretariat include Adiman, Asmir Julianto Hanggi, Indah Rulyanti. Then, candidates for the Head of the Central Sulawesi Provincial Secretariat Development Administration Bureau include Abdul Raaf Malik, Mohamad Rusli Ingolo, and Muh Rivan Burase.

Meanwhile, candidates for the Head of the Central Sulawesi Provincial Government Secretariat Organization Bureau include Neng Elly, Irwan and Wahyu Agust Pratama.
