The Transfer Of TBBM From Plumpang To Pelindo Is Considered The Best Solution

JAKARTA - Member of Commission VI DPR RI Deddy Yevri Sitorus welcomed the move by the Minister of State-Owned Enterprises (BUMN) Erick Thohir and Pertamina who are ready to move the Plumpang Fuel Terminal (TBBM) in Koja, North Jakarta, to Pelindo's land.

Deddy said that this step really needs to be done considering the vulnerability of Pertamina's TBBM location endangers the people living around it.

"I have proposed this since the fire incident at the Indramayu refinery in March 2021. From these various meetings, I received data on the condition of Pertamina's refinery and TBBM vulnerability in various regions. So, Plumpang is only one of the locations and is indeed the most vulnerable compared to other locations. Pertamina's giant depot is surrounded by illegal settlements that seriously endanger the safety of the people themselves," said Deddy.

So far, according to him, Pertamina already has standard procedures governing the existence of TBBM. However, many people occupy Pertamina's land without paying attention to the vulnerability or risks they face, such as potential fires that claimed many lives.

Based on his data, Deddy said that Pertamina's land in the area was purchased in 1971 covering an area of 153.4 hectares and divided into five locations. Even so, Pertamina only controls an area of 71.9 hectares, while the rest is occupied by the community illegally.

This condition then caused a fire around the Pertamina TBBM area, which claimed many lives.

Deddy assessed that if Pertamina was ordered to relocate their TBBM, it would be a good thing. However, he said the construction of giant tanks in the new location took about five to six years. In that time span, he added, fire incidents may occur.

Therefore, he suggested that locations located in buffer zone areas or buffer zones be brought under control by the Government to prevent similar incidents from happening in the future.

"Control in the region is also needed as an effort to enforce the law because residents occupy areas that are legally state assets, in this case Pertamina," he explained.

He then emphasized that apart from being prone to fires, settlements around Pertamina's TBBM area were also not good in terms of health due to poor sanitation and air circulation.

"Therefore, I suggest that the relocation of the Plumpang TBBM Depot is also followed by complete control and arrangement of the area," he added.

Previously, Erick Thohir revealed that Pertamina was ready to move Plumpang TBBM in Koja, North Jakarta, to Pelindo's land.

"We have had a meeting that we will move the TBBM (Plumpang) to Pelindo's land," said Erick.

The Ministry of SOEs has coordinated with Pelindo where the land will be ready to be built by the end of 2024.

"The construction will take two to 2.5 years. This means that there is still about 3.5 years," he said.
