JAKARTA - Special vehicle registration numbers may only be used for official vehicles belonging to the TNI and Polri as well as echelon I and echelon II level officials.

In a press conference at the National Police Headquarters, the Director of Registration and Identification (Dirregident) of Korlantas Polri Brigadier General Yusri Yunus said the policy was in accordance with Police Regulation (Perpol) Number 7 of 2021 concerning Registration and Identification of Motor Vehicles.

In addition, the regulation on the use of special vehicle number plates is also to regulate irregularities in the use of special number plates, such as RF, QH, and IR, by civil society.

"We have changed the police force, we have designed it. Hopefully, early next month I will release it again, but we will specialize it for echelon I and echelon II of its official vehicles," said Yusri, quoted from Antara, Thursday, January 26.

Korlantas Polri temporarily suspended the extension and submission of special number plates as of October 10, 2022. Users of special number plates and secret numbers are only valid until this year, then new rules will be applied.

Initially, special number plates were given to echelon I, echelon II, and echelon II officials for official vehicles and private vehicles. Now, the policy of using special number plates only applies to official cars of echelon I and II officials.

The application for the use of special number plates is also getting tighter. In the past, the submission was made through intelligence and was issued directly by each regional police. Now, the application for a special number plate must go through a number of stages and there are conditions that must be met by users.

Yusri explained that the requirements for using special vehicle number plates for the police service must be submitted to the Professional and Security Division (Propam) and the Intel Division, which were then recommended to the Intelligence and Security Agency (Baintelkam) of the National Police Headquarters to be copied to the National Police Propam.

Furthermore, the application went to the Directorate of Regident Korlantas Polri to verify whether they had met the requirements.

"If appropriate, then we will order which regional police will create or print a special number registration number or secret number," he added.

With the new rules, he said, the regional police no longer have the authority to record vehicles that wish to submit special number plates. The data collection or verification is at the Polri Korlantas level.

"Polda (ditlantas) only has the authority to print STNK and print number plates, points. So, there are no more Polda-polda free to use RF," he said.

Likewise for civil service vehicles belonging to ministries and non-ministerial government agencies (K/L). Submission of applications for the use of special plate numbers must go through the inspectorate of each for data collection before being brought to the National Police Headquarters. The regulation also applies to K/L who have intelligence authority.

"After getting a recommendation from Baintelkam, then go to Korlantas. We will verify whether it is in accordance with the rules. If it is appropriate, we will convey it to the regional police or direct it to make (special number plates), including extensions," he explained.

Meanwhile, for TNI service vehicles, the application must go through the Military Police (POM) as the supervisory sector. Furthermore, the request must also be known by TNI intelligence to write to the National Police's Baintelkam.

"From Baintelkam, if it's allowed, just come to Korlantas to written again. The Regional Police can only print, the data is only in Korlantas," said Yusri.
