The chairman of the PDIP faction of the DKI Jakarta DPRD, Gembong Warsono, assessed that the attitude of the Acting Governor of DKI Jakarta, Heru Budi Hartono, was right by not recruiting the Governor's Team for the Acceleration of Development (TGUPP) while working. Because, according to him, for 5 years Anies Baswedan employed dozens of TGUPP members while serving as Governor of DKI, the performance of the DKI Provincial Government ASN was hampered. The TGUPP of the Anies era, said Gembong, interfered too much with the affairs of DKI Provincial Government employees in carrying out development. "Yesterday, during the past 5 years, the DKI Provincial Government's space for movement was not independent. The space for movement was limited and not free. Why? They were driven by TGUPP," said Gembong when contacted, Wednesday, November 2. Meanwhile, Heru, who is also an ASN, currently provides flexibility for the ranks of the DKI Provincial Government in each regional work unit (SKPD) to execute the program that has been prepared. "For example, flood alleviation is a priority that must be carried out by all DKI Jakarta stakeholders, made into a range of ranks. This is because there is no disturbance to complete and achieve the targets charged by the Acting," said Gembong. Gembong considers that Heru also understands how to lead DKI Jakarta ASNs because of his experience in the capital city government bureaucracy, before finally serving as Head of the Presidential Secretariat (Kasetpres). "He already knows the ins and outs of Jakarta, so, coincidentally, officials in DKI Jakarta are now his average friends. He believes that the work is completed by friends who now serve as officials in DKI Jakarta," said Gembong. Previously, Heru Budi Hartono confirmed that currently there are no more TGUPPs working in DKI City Hall. "I don't have (working TGUPP)," said Heru at DKI Jakarta City Hall, Thursday, October 27. Heru said that the recruitment of TGUPP as a suggestions giver is indeed the right of every governor in carrying out his government duties. However, Heru is not interested in recruiting TGUPP again. This is because the task can be carried out directly by the ranks of the DKI Provincial Government. "TGUPP depends on the tastes of each governor, it used to be good, everything was good, but I haven't thought of it yet," said Heru. TGUPP has existed since the era of Joko Widodo, Basuki Tjahaja Purnama (Ahok), and Anies Baswedan served as Governor of DKI Jakarta. During Jokowi's leadership, TGUPP was filled by ASN DKI Provincial Government. Then, Ahok recruited some TGUPPs from non-ASN employees. Likewise with Anies. But the difference is, Ahok pays TGUPP salaries from the operational allowance of the Governor of DKI.
