State Losses from Corruption in the Construction of the West Pasaman Hospital IDR 20 Billion, Received by the New Prosecutor's Office IDR 5.7 Billion

JAKARTA - The West Pasaman District Attorney's Office, West Sumatra, received money from the physical loss of the construction of the 2018-2020 Regional Hospital for IDR 1.5 billion from PT MAM Energindo.

"From the total physical loss that we found worth IDR 20 billion, only IDR 1.5 billion was returned. The total that has been received from the Regional General Hospital (RSUD) case, both bribery and physical losses, has so far been worth more than IDR 5.7 billion", said West Pasaman Kejari, Ginanjar Cahya Permana at Simpang Empat, Friday, October 21.

Of the total IDR 5.7 billion, he continued, the money received from the crime of bribery and gratification for the construction of the West Pasaman Hospital was IDR 4,270,000,000 and from physical losses of IDR 1.5 billion.

"The money will be deposited in the holding account of the West Pasaman District Attorney at one of the existing banks. If later there is a final decision from the court, the money will be returned to the West Pasaman regional treasury", he said.

The investigative team is currently coordinating with the intelligence team of the West Sumatra High Prosecutor's Office to track down the assets of the suspects in the alleged corruption case. It aims to immediately confiscate the assets of the suspects.

"The results of tracking the team from the West Sumatra Prosecutor's Office will later become the basis and reference for us to confiscate assets according to the losses found", he explained.

His party is still waiting for the good faith of the other suspects to immediately return the money from bribes and corruption that has been enjoyed before the assets are confiscated by investigators. Currently, the West Sumatra Attorney General's Office is still developing and examining several parties. There may be new suspects according to investigators' studies.

Ginanjar said the construction project of the West Pasaman Hospital was sourced from the Special Allocation Fund and Regional Revenue and Expenditure Budget (APBD) for the 2018-2020 Fiscal Year with a contract value of IDR 134,859,961,000.

To date, the West Pasaman Kejari has named 11 suspects in the case of the construction of the West Pasaman Hospital with a funding ceiling of more than IDR 134 billion.

The 11 suspects are a Commitment Making Officer (PPK) with the initials NI, a liaison or third party with the initials HAM, the Director of PT MAM Energindo with the initials AA, the use of the Activity Budget or a former Director of the RSUD who is also PPK with the initials Y, the Director of Construction Management with the initials MY, BS, and HW. Furthermore, the suspects who are members of the construction committee are AS, LA, TA, and YE.

Of the 11 suspects, nine of them were detained and placed in the West Pasaman Police Detention Center; while the two suspects with the initials BS and HW were brought to a hospital or received medical treatment due to illness.

This case also found allegations of bribes worth IDR 4.5 billion, development losses worth more than IDR 20 billion, as well as losses in development planning. PT MAM Energindo initials AA, Use of Activity Budget or former Director of RSUD who is also PPK initials Y, Director of Construction Management initials MY, BS, and HW. Furthermore, the suspects who are members of the construction committee are AS, LA, TA, and YE.
