Coordinating Minister for Political, Legal and Security Affairs Mahfud MD saw an action of throwing responsibilities between a number of parties related to the tragedy of the Kanjuruhan Stadium. Mahfud said PSSI, PT LIB, Panpel and broadcasters took refuge behind the formal rules of each of them which according to him the rules were not in accordance with the substantial rules.
