IPW: Case Of Shooting Between Policemen Lowers Police Image In Society

JAKARTA - Indonesia Police Watch (IPW) said that the case of police shooting police at the house of the inactive Head of Profession and Security Division Inspector General Ferdy Sambo, killing Brigadier Nofriansyah Yosua Hutabarat or Brigadier J, had an impact on the image of the Police in the community.

"Therefore, the Chief of the National Police is obliged to maintain the integrity of the institution and to save the National Police from blasphemy by the public," said IPW Chairman Sugeng Teguh Santoso via a short message received in Jakarta, Antara, Sunday, July 31.

In the case of the police shooting the police entered a new phase after the National Police Chief General Listyo Sigit Prabowo took over the handling from the Metro Jaya Police to the Criminal Investigation Unit (Bareskrim Polri), Police Headquarters.

"IPW appreciates the steps taken by the National Police Chief to take over the handling of the case of the death of a policeman who shot a policeman at Inspector General Ferdy Sambo's house to the Criminal Investigation Unit," he said.

According to Sugeng, it is time for the Police to open up and explain to the public what happened in the incident. Moreover, the incident involved members who were members of the Special Task Force (Satgassus) formed by the National Police Chief.

Based on IPW's investigation, Brigadier Joshua and Bharada Richard Eliezer (Bharada E) are members of the Special Force Unit (Satgassus). The two were allegedly involved in a shootout at the house of Inspector General Ferdy Sambo, who is the head of the National Police Task Force. In addition, both of them are also assistants of Ferdy Sambo.

"Therefore, the National Police Chief must firmly handle this case in accordance with President Jokowi's orders to be processed legally, openly, and not covered up. Public trust in the Police must be maintained," Teguh emphasized.

Previously, the handling of the police shooting case was handled by the Metro Police for two reports. The first report deals with allegations of sexual harassment or obscenity, while the second relates to allegations of threats and violence as well as attempted murder.

Meanwhile, the case handled by the Bareskrim Polri is related to the alleged attempted murder and assault reported by the family attorney of First Brigadier Nofriansyah Yosua Hutabarat.

It was also said by Teguh that the reasons for handling the case were united under the Criminal Investigation Unit of the National Police so that there would be no bias and one coordination.

Thus, the handling of the case is in the area of the Special Internal Police Team, which is fronted by the Deputy Chief of the National Police, General Commissioner Gatot Eddy Pramono as the person in charge, with the Head of Criminal Investigation Unit, General Commissioner Agus Andrianto, as a member.

According to Teguh, because the case of the alleged police shooting at the police occurred within the work unit of the National Police's Profession and Security Division as well as being in the National Police's Satgassus Team, National Police Chief Gen. Pol. Listyo Sigit must enforce its own rules, namely Perkap No. 2 of 2022 concerning Inherent Supervision within the Police.

In this incident, according to him, Inspector General of Police Ferdy Sambo as the supervisor does not carry out the obligation to carry out inherent supervision (waskat) in accordance with Article 9 of Perkap Number 2 of 2022.

Article 9 of Perkap 2 of 2022 states that superiors who do not carry out their obligations in carrying out inherent supervision as regulated in this regulation of the National Police Chief are given sanctions in accordance with statutory provisions.

"In accordance with the consideration of the issuance of the Perkap that supervision is attached to further improve the discipline, ethics and performance of Polri members in carrying out their duties. Thus, organizational goals can be achieved in accordance with the principles of good governance," said Sugeng.

Previously, the National Police Headquarters withdrew the handling of the case of Brigadier Joshua, which was handled by the Metro Jaya Police, to the Criminal Investigation Unit of the Police.
