Former Tabanan Regent Immediately Tried For Bribery Of Regional Incentive Funds

JAKARTA - The Corruption Eradication Commission (KPK) has submitted evidence and two suspects in the alleged bribery case related to the administration of the Tabanan Regency Regional Incentive Fund (DID), Bali, to the prosecution so that they can be tried immediately.

The two suspects are former Tabanan Regent Ni Putu Eka Wiryastuti (NPEW) and I Dewa Nyoman Wiratmaja (IDNW) lecturer at the Faculty of Economics and Business at Udayana University Bali. Both are parties to the case.

"The team of prosecutors, Friday (20/5) has received the delegation of suspects and evidence (phase II) with the suspect NPEW and friends from the investigation team because all the completeness of the contents of the case file for the investigation of the suspects in question has been fulfilled," said Acting Spokesperson for the Corruption Eradication Commission. He said the prosecutor's team was continuing to detain the two suspects for each of the next 20 days until June 8, 2022. The suspect Ni Putu Eka Wiryastuti is currently being held at the Bali Police Detention Center and I Dewa Nyoman Wiratmaja is being held at the Denpasar Police Detention Center, Bali.

"Within 14 working days, the team of prosecutors immediately transferred the case files and indictment to the corruption court," said Ali.

The KPK has named a total of three suspects in the case. The suspected recipients are the former Head of Section of the Physical Special Allocation Funds II of the Directorate General of Fiscal Balance at the Ministry of Finance, Rifa Surya (RS).

The Corruption Eradication Commission (KPK) named the suspect Ni Putu Eka Wiryastuti as the Regent of Tabanan for the 2010-2015 and 2016-2021 periods in carrying out his duties, appointing suspect I Dewa Nyoman Wiratmaja as a special staff for the economy and development sector.

In August 2017, Ni Putu Eka Wiryastuti took the initiative to apply for a DID from the central government worth Rp65 billion.

To realize this desire, he ordered I Dewa Nyoman Wiratmaja to prepare all the administrative completeness of the application for the proposed DID funds.

In addition, I Dewa Nyoman Wiratmaja was also ordered to meet and communicate with several parties who could smooth the realization of the proposal.

The parties I Dewa Nyoman Wiratmaja met were the former Head of the Section for Development of Funding for Housing and Settlement Areas, Directorate of Evaluation of Regional Financial Management and Information, Directorate General of Fiscal Balance, Ministry of Finance Yaya Purnomo and the suspect Rifa Surya who was allegedly authorized to oversee the DID proposal for Tabanan Regency in 2018 .

The KPK suspects that Yaya Purnomo and Rifa put forward special conditions to oversee the proposed DID funds to I Dewa Nyoman Wiratmaja by asking for a certain amount of money as a "fee" using the term "customary funds".

The request was then forwarded by I Dewa Nyoman to Ni Putu Eka Wiryastuti so that approval was obtained.

The KPK suspects that the "fee" determined by Yaya Purnomo and Rifa Surya is 2.5 percent of the DID allocation that will be obtained by Tabanan Regency for the 2018 Fiscal Year.

Furthermore, around August-December 2017, the KPK also suspected that the handover of the "fees" of around Rp. 600 million and US$ 55,300 was carried out in stages from I Dewa Nyoman to Yaya Purnomo and Rifa Surya in Jakarta.
