Disperinaker Surabaya Receives Complaints From Officers That THR Is Paid Half Salary

SURABAYA - The Department of Industry and Manpower (Disperinaker) of the City of Surabaya, East Java received a complaint related to the issue of paying holiday allowances (THR) by the company to employees ahead of Eid 2022.

“So far, there has only been one complaint. Hopefully, there will be no more complaints," said Head of the Surabaya City Manpower Office, Achmad Zaini, quoted by Antara, Thursday, April 21.

He said the complaint was related to the incomplete THR payment given by the company to its employees.

In fact, according to the Circular Letter (SE) of the Minister of Manpower Number M/1/HK.04/IV/2022 concerning the Implementation of the Granting of Religious Holiday Allowances in 2022 for Workers/Labourers in Companies, employers are required to pay THR in full and on time.

"So there are employees who complain about THR, which is usually paid once by the company, but is only paid half. Now it's not allowed to pay in installments. What we are currently doing is clarification and mediation," he said.

During Lebaran 2021, the Surabaya Manpower Office received 14 complaints related to THR payments. However, of the 14 complaints, 10 could be resolved and the remaining four could not be followed up.

"The four complaints could not be followed up because they are commissioners, the company is outside Surabaya and the workers are no longer workers," he said.

Deputy Mayor of Surabaya Armuji asked workers, employees and workers who do not receive THR from the office or company where they work to immediately report to the THR Complaints Post.

"If you look at the provisions, it is clear that THR for employees and workers must be paid no later than D-7 Lebaran. We are jointly guarding so that the rights of workers can be fulfilled," he said.
