JAKARTA - The Corruption Eradication Commission (KPK) stated that the data and information it manages related to the implementation of the National Insight Test Assessment (TWK) is in accordance with applicable mechanisms and procedures.
This was conveyed in response to the rejection of an information dispute request related to the results of the TWK assessment by the Central Information Commission (KIP). Acting KPK Spokesperson for Enforcement, Ali Fikri, said that his party appreciates the decision and this further confirms that the TWK assessment has proceeded according to the rules.
"This decision confirms that the KPK in managing data and information related to the transfer of KPK employees to ASN has complied with the mechanisms and procedures for managing data and information primarily related to the implementation of the National Insight Test Assessment," said Ali in a written statement quoted on Saturday, March 19.
Ali explained, in the implementation of the TWK, the KPK was the object being tested so that they were not directly involved in the assessment process in order to prevent conflicts of interest.
The anti-corruption commission, he continued, is only obliged to provide data on employees who will take part in the assessment. Moreover, the KPK was unable to provide the information requested by its former employees, namely the complete assessment work paper from the State Civil Service Agency (BKN).
"Moreover, the KPK does not keep or hold documents related to the implementation of the TWK assessment as requested by the applicant. Because the KPK does not have control over it," he said.
"Documents controlled by the KPK are only related to KPK data given to assessors, namely in the form of personal data of assessment participants such as names, places of birth, family card numbers, addresses and so on, this data is indeed sourced from a database that is used as a basis for employee development," Ali added. .
KIP rejected the request for information dispute on the results of the TWK assessment submitted by 11 former KPK employees. The KIP Board of Commissioners considered that the disputed information, namely the assessment work paper from BKN, was not controlled by the anti-corruption commission.
Thus, the KPK as the respondent does not have an obligation to provide information in the working paper which contains the methodology related to the assessment, assessment criteria, interview results, interview analysis, assessor requirements, and interviewers.
"The board of commissioners is of the opinion that without the possession of the a quo document, there is no obligation for the respondent to provide the a quo information," said the KPI Board of Commissioners in a session, Friday, March 18.
In addition, the panel of commissioners of KIP is of the opinion that the results of the TWK assessment are excluded information. Even so, KIP ordered the KPK to provide information related to the data provided to the interviewer along with the reasons for giving it as well as the legal basis.
