JAKARTA - Head of the State Intelligence Agency (BIN) General Pol (Purn) Budi Gunawan said the government needed to sharpen the formulation of the posture, doctrine, and strategy of defense and security resources in the relocation of the National Capital (IKN).

"This is to deal with hybrid threats, both military and non-military dimensions," said Budi Gunawan in a press release, in Jakarta, Thursday, February 10.

In addition to the geographical and socio-economic approach, said Budi Gunawan, the IKN transfer policy also needs to be reviewed from a defense and security approach.

"IKN is a symbol of potential state sovereignty against threats. The history of the conquest of a country provides an important note that the 'de facto' conquest of a country is marked by success in occupying its capital city," he said.

In this context, as has been applied in many countries, the concept of separating IKN as the center of government from other big cities, including Jakarta, as an economic center can minimize the vulnerability aspects of defense and security threats.

The centralized location of government and the economy as part of critical infrastructure has the potential to be a big loss in the event of attacks and disturbances in security and defense.

The government plans to create a "smart city" for IKN in East Kalimantan that adopts technological advances, particularly the "Internet of Things" (IoT).

This is as done by many countries in the world that mobilize strategic resources through complex technologies, such as electric power, finance, public services, public transportation, including land, sea and air traffic, as well as oil and gas, as well as other strategic resources. .

However, he said, technological advances that bring convenience, effectiveness and efficiency, also provide a new arena for hybrid warfare by exploiting vulnerabilities in a country's defense and security.

"Various forms of threats such as hacking into critical infrastructure, UAV/Suicide Drones, long-range missiles, strategic data theft, espionage and post truth on social media, radicalization in cyberspace, acts of terrorism and other ongoing threats in various parts of the world can be happened at IKN," said Budi Gunawan.

Therefore, he said again, in planning the defense and security architecture of IKN which will adopt 'smart defense', Indonesia needs to take this momentum to sharpen the formulation of the posture, doctrine, and strategy of defense and security resources.

On that occasion, Budi Gunawan said that the ratification of the IKN Bill into law by the DPR on January 18 was the starting point for the country's political commitment to move the capital city.

The law, which consists of 11 chapters and 44 articles, contains all matters related to the transfer of IKN. Although there have been criticisms and lawsuits against the IKN Law from various parties regarding the ratification process to the substance of the Law.

'However, this certainly needs to be seen as the presence of public participation in the democratic process in Indonesia. Public participation is needed considering there are 14 articles that must be detailed through technical rules in the form of presidential decrees, presidential regulations, and government regulations," he said.
