JAKARTA - The Ministry of Transportation (Kemenhub) is preparing a plan to develop a smart, integrated, and environmentally friendly transportation system as a form of support for the National Capital City (IKN) development plan in North Penajam Paser and Kutai Kartanegara, East Kalimantan.

Minister of Transportation (Menhub) Budi Karya Sumadi said that he had conveyed the need for additional budgets for the preparation and development of the IKN transportation sector in 2022 to the Minister of Finance and the Minister of PPN/Head of Bappenas.

"The total funding requirement reaches IDR 582.6 billion for 2022," said Budi Karya in his statement quoted by Antara, Thursday, January 27.

Budi Karya said, with the limited fiscal space for funding by the APBN, the government provided opportunities for the private sector/business entities and the public to play a role in developing the IKN transportation sector through the Government-Business Entity Cooperation Financing (PPP) scheme.

The Minister of Transportation said, as directed by President Joko Widodo, that the main goal of IKN development is to build smart, competitive new cities at the global level, as a transformation towards a country based on innovation, technology, and a green economy.

"To support development in the IKN area, we have prepared the Smart City concept, Smart Mobility," he said.

The Minister of Transportation said that the preparation of transportation is very important in supporting the smooth accessibility and mobility of people and goods at IKN.

There is also a transportation system that will be developed at IKN, namely in air transportation, airport development will be carried out carrying the Aerotropolis concept that is intelligent, integrated, and pays attention to environmental ethics.

In the marine transportation sector, the use of autonomous vessels for passenger and goods ships will be developed, the concept of smart ports and the traffic separation scheme (TSS).

Furthermore, in the land transportation sector, facilities for pedestrians, bicycles, battery-based electric vehicles, and autonomous vehicles for bus transportation will be developed.

"In building IKN connectivity and accessibility, environmentally friendly public transportation is the main choice," said the Minister of Transportation.

The Minister of Transportation said that currently East Kalimantan already has a number of transportation infrastructures that will support connectivity at IKN, such as airports in Balikpapan and Samarinda, Semayang Port, Kariangau Port, and Kaltim Kariangau Terminal (KKT) Port.

"We will optimize existing infrastructure and will build a number of transportation infrastructure in the central government area (KIPP) and surrounding areas, such as type A terminals, Bus Rapid Transit (BRT), VVIP special airports, urban and intercity trains (Trans Kalimantan), intelligent transport system (ITS), and so on," said the Minister of Transportation.

A number of studies have been carried out since 2020 by the Ministry of Transportation through the Transportation Research and Development Agency (Balitbanghub) which was appointed as the Head of the IKN Transportation System Development Task Force and has produced transportation planning documents at IKN, be it Masterplan, Feasibility Study and Detail Engineering Design (DED).

The IKN design carries a new concept in urban planning, which is designed to be a technologically advanced city model, remains side by side with the environment, and protects national culture.

"The transfer of IKN will be a new stage of advanced, just, and prosperous Indonesian civilization," he concluded.
